<br />Commissioner Roberts commented that it would be appropriate to include in the letter that the <br />/"" Commission does not agree with all of the specific indicators (as opposed to the ten <br />commitments to action), and that perhaps they need more discussion regarding the development <br />ofthe indicators. <br /> <br />The Commission provided the following comments regarding the draft compact. <br /> <br />Item # 1: Enable a Diversified, Sustainable and Competitive Economy to Continue to <br />Prosper and Provide Jobs in order to Achieve a Hieh Quality of Life for All Bay Area <br />Residents. <br />The Commission supported this "Commitment to Action." <br />Commissioner Roberts questioned the intent of the wording "to promote a living wage without <br />affecting competitive position." <br /> <br />Item #2: Accommodate Sufficient Housine Affordable to All Income Levels within the Bay <br />Area to Match Population Increases and Job Generation. <br />Concern expressed regarding whom will judge what is "sufficient." Commissioner Roberts <br />expressed concern regarding the bullet stating "Support state legislative reform to improve the <br />fair share housing process. . ." She noted that ABAG's regional housing requirements constitute <br />an unfunded mandate. <br /> <br />Commissioner Arkin stated that he dislikes being told that houses should be built before <br />infrastructure. <br /> <br />r- <br /> <br />Comment: The Planning Commission supports the concept ofItem #2, but it does not support <br />the concept of unfunded mandates for housing. <br /> <br />Chairperson Sullivan noted support for the bullet stating: "Advocate in support of mixed-density <br />and mixed-income residential development, particularly in areas with transit and other services." <br /> <br />Item #3: Tareet Transportation Investment to Achieve a World-Class Comprehensive, <br />Inteerated and Balanced Multi-modal System that Supports Efficient Land Use and <br />Decreases Dependency on Sinele-Occupancy Vehicle Trips. <br />Commissioner Arkin commented that new growth should be required to adequately mitigate its <br />impacts on the transportation system. Commissioner Harvey stated that this is addressed in the <br />second paragraph on page 15. <br /> <br />The Planning Commission stated that it would advocate collecting transportation mitigation fees <br />as part of this program. <br /> <br />Item #4: Preserve and Restore the Reeion's Natural Assets, includine San Francisco Bay, <br />Farmland, Open Space, Other Habitats, and Air and Water Quality. <br />Commissioner Maas questioned the last bullet item: "Support the study of the relationship of <br />carrying capacity to growth." Chairperson Sullivan stated that he would like to have more <br />information regarding this area. He advised that he reads this as "how much population, activity, <br />industry can the ecosystems support."
