Commissioner Harvey stated <br />- that he saw this as the determination ofthe "break-even analysis" on sustainability (how quickly <br />can you grow and still break even on what you are consuming). <br />Comment: The last bullet needs clarification. <br /> <br />Item #5: Use Resources Efficiently, Eliminate Pollution and Sh~nificantly Reduce Waste <br />Commissioner Arkin stated that he heard that we spend more energy in the process of collecting <br />aluminum cans than is saved in recycling the cans. <br /> <br />Commissioner Harvey suggested the word "eliminate" should be changed to "reduce." He <br />further suggested that the second bullet be revised to read: "Encourage high quality design and <br />'green' building materials," and that the remainder of the statement be deleted, as it is not <br />necessary to say how this should be accomplished. <br /> <br />Commissioner Roberts suggested that the last bullet be reworded so that the intent is clear. <br /> <br />Commissioner Harvey suggested that the fifth bullet include the word "reuse." He noted support <br />for the sixth bullet. <br /> <br />-- <br /> <br />Item #6: Focus Investment to Preserve and Revitalize Neighborhoods. <br />Commissioner Maas stated that she does not feel this item really applies to Pleasantonat this <br />time, but would be necessary in the future, and it is good that it is included. Commissioner <br />Arkin commented that he is a strong believer that the best way to fix poverty is to get an <br />excellent education for children. <br /> <br />Item #7: Provide All Residents with the Opportunity for Quality Education and Lifelong <br />Learning to Help Them Meet Their Highest Aspirations. <br /> <br />The Planning Commission discussed the intent of the first bullet. Commissioner Arkin stated <br />that there is no discussion about trying to educate students so that they have the job skills to meet <br />the job needs in the Bay Area. Commissioner Harvey suggested that wording such as "more <br />diverse learning options" be included. Commissioner Maas suggested that the language in bullet <br />4 be stronger and read "needed" job skills, and include "diverse" skills. <br /> <br />Item #8: Promote Healthy and Safe Communities. <br />Commissioner Arkin stated that he would like to see the health department inspection ratings for <br />a restaurant displayed in a visible location. <br /> <br />Item #9: Implement Local Government Fiscal Reforms and Revenue Sharing. <br />Chairperson Sullivan stated that he feels that revenue sharing is a good idea. Commissioner <br />Roberts commented that there might be other ways to allocate and share tax revenues. <br />Commissioner Harvey noted that the open space issue is a good example of where the open <br />space exists in Alameda County but it benefits the entire Bay Area, and other cities could <br />participate in financing conservation easements or other programs to ensure the open space. <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />September 12, 2001 <br /> <br />Page 8 <br />
