MATTERS INITIATED BY COMMISSION MEMBERS <br /> <br />Chairperson Sullivan provided an update on the work of the Energy Committee. He noted that <br />staff is working on the development of a power plant siting ordinance. Mr. Pavan commented <br />that this matter should be brought to the Planning Commission in October. <br /> <br />Commissioner Roberts reported on the work of the Housing Element Update Task Force. She <br />noted that a town meeting was held last week and most of the participants were affordable <br />housing advocates and individuals with business interests. She advised that the City Council has <br />directed that a State-approved Housing Element be developed and that means trying to include <br />ABAG's requirements for 3,000:!: affordable units within the City's boundaries by 2006. She <br />reported that the Task Force will be discussing the inventory of vacant land at tomorrow night's <br />meeting. <br /> <br />,,-- <br /> <br />Ms. Seto advised that she received a call from Commissioner Arkin and he asked that his <br />concerns be brought to Commissioners Maas and Roberts' attention, as they are the Planning <br />Commission's liaisons to the Task Force. She noted the following concerns expressed by <br />Commissioner Arkin: (1) He does not support higher density on infill sites because of impacts <br />on existing neighbors (e.g., the Merritt project). (2) He does not think additional housing on the <br />Bernal property is supported by the Community in that Measure I received 64% of the vote and <br />residents were willing to tax themselves in order to have lower density. (3) He wants to see <br />more creativity in seeking higher density sites in the business park and by the BART station and <br />transportation corridors. (4) He wants to see senior housing addressed as a separate element <br />because it has different, and in many instances, less impacts. <br /> <br />Ms. Seto advised that this item would be a regular agenda item on future Planning Commission <br />agendas. She also advised that Mr. Arkin requested that all information regarding the Task <br />Force be sent to the Planning Commissioners so that they can have a more thorough discussion <br />when Commissioners Maas and Roberts report on this item. She noted that he has also requested <br />that a one or two page summary of issues be presented to the Planning Commission, but at this <br />point staff is not recommending this as the Commission has its liaisons who can provide status <br />reports. <br /> <br />Ms. Seto reported that it was clarified today that there would be a workshop among the City <br />Council, Planning Commission, and Housing Commission when a draft Housing Element is <br />prepared, to allow the three groups to provide input, and if there is agreement with the direction <br /> <br />~ <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />August 22, 2001 <br /> <br />Page 14 <br />
