The Commission recessed for a break at 9:20 p.m. Commissioner Kameny excused himself from the meeting. Chairperson Sullivan reconvened the meeting at 9:30 p.m. Commissioner Harvey took Commissioner Kameny's seat at the dais. d. PUD-12, Bob Walsh Application for planned unit development approval for two single-family residential lots to be approximately 21,518-square feet and 39,204-square feet in size and for construction of two, approximately 3,288-square-foot, two-story homes located at 457 Kottinger Drive. Zoning for the property is PUD-MDR (Planned Unit Development- Medium Density Residential) District. The Planning Commission will also consider the negative declaration prepared for the project. r- Mr. Pavan presented the staff report, noting that a memo was distributed to the Commission this evening containing information regarding the PacBell antennas and the locations of the water tanks. Mr. Pavan described the proposal, commenting on the prior PUD approval for this site, the construction materials, the proposed density, tree preservation, and the existing wireless antennas located near the site. He also commented on the development standards for the construction of accessory structures on the site, noting that the applicant would like more leeway as to where accessory structures could be built, in that he would like to have a detached home office located above the 436-foot elevation on the slope. Mr. Pavan advised that staff does not concur with this, but that a future modification to allow this could be processed at the staff level or brought forward to the Planning Commission for review. Commissioner Roberts asked if there is a requirement for open fencing for this project. Mr. Pavan advised that houses on the south side of Kottinger have primarily solid board fencing. He noted that a condition requires that a fencing plan shall be submitted to staff, but the Planning Commission may condition the type of fencing allowed. Commissioner Roberts questioned the Monday through Saturday construction hours in a residential area. Mr. Pavan noted that no concerns were expressed by the neighbors with regard to the construction hours, however if the Commission desires it may limit the construction to Monday through Friday. ./""' PLANNING COMMISSION MINUTES July 11, 2001 Page 9
