Zoning for the property is PUD-MDR (Planned Unit Development- <br />Medium Density Residential) District. The Planning Commission will also consider the <br />negative declaration prepared for the project. <br /> <br />r- <br /> <br />Mr. Pavan presented the staff report, noting that a memo was distributed to the Commission this <br />evening containing information regarding the PacBell antennas and the locations of the water <br />tanks. Mr. Pavan described the proposal, commenting on the prior PUD approval for this site, <br />the construction materials, the proposed density, tree preservation, and the existing wireless <br />antennas located near the site. He also commented on the development standards for the <br />construction of accessory structures on the site, noting that the applicant would like more leeway <br />as to where accessory structures could be built, in that he would like to have a detached home <br />office located above the 436-foot elevation on the slope. Mr. Pavan advised that staff does not <br />concur with this, but that a future modification to allow this could be processed at the staff level <br />or brought forward to the Planning Commission for review. <br /> <br />Commissioner Roberts asked if there is a requirement for open fencing for this project. Mr. <br />Pavan advised that houses on the south side of Kottinger have primarily solid board fencing. He <br />noted that a condition requires that a fencing plan shall be submitted to staff, but the Planning <br />Commission may condition the type of fencing allowed. <br /> <br />Commissioner Roberts questioned the Monday through Saturday construction hours in a <br />residential area.
