Commissioner Roberts stated that she was also worried about that issue, but she does not like the
r- Safe America building. She stated that she is bothered about constructing a second building that
looks like the Safe America building, and, therefore, she is happy to support this design because
it is far more classic.

Mr. Kishi commented that the subdivision that created this small lot was allowed because the
two lots would function as one site. He advised that staff would recommend looking at
increasing the landscape buffer to the south of this building. Discussion ensued regarding the
distance between the proposed building and the Safe America building. Mr. Pavan advised that
staff believes it is possible to create a separation between the two projects with the use of
landscaping.

Commissioner Kameny stated that he does not have a problem with proposed building design or
the glass.

Commissioner Roberts advised that she feels the column in the middle of the entryway can be
removed and that landscaping or features be included to enhance the entryway area. She
suggested that staff review the color of glass to be certain that it is not too dark.

Chairperson Sullivan commented that he likes Mr. Cannon's suggestion on the arches and the
second-story windows.

r-

Commissioner Arkin stated that he would like to see the architects make some sort of
compromise. He advised that if Mr. Cannon feels his suggestions would make the building look
nicer, he would support those suggestions.

Commissioner Roberts suggested that the Planning Commission direct the applicant to continue
to work with Mr. Cannon.

Commissioner Roberts moved approval of Case PUD-81-30-85D, subject to the conditions
of approval listed in Exhibit "B," with the following modifications:
. The landscaping on the south side of the building shall be increased so that the two
parcels will appear as separate parcels;
. Landscaping shall be used to better define the entryway;
. Staff will carefully monitor the color of the glass and if the color is too dark the color
will be changed;
. The project architect and Mr. Cannon shall continue to work together to try to reach a
compromise on as many of the recommendations presented by Mr. Cannon as possible;
. Condition #38 shall be amended to allow construction hours to begin at 7:00 a.m., and if
complaints are received, the starting time shall be reverted to 8:00 a.m.
Commissioner Arkin seconded the motion.

Commissioner Arkin advised that Mr. Cannon's comments regarding the Signature Headquarters
building are very appropriate and that it would be nice to try to incorporate some of those
interesting features in this building.

.r-

PLANNING COMMISSION MINUTES

July 11,2001

Page 8
