architect to pattern this building after the Signature Headquarters building, as he sees this as a
,--. timeless design, and he also wanted it to fit with the modern architecture around it. He noted that
arches will take away from the combination of the timelessness and warmness of the colors, and
the square lines which make the building fit in with the adjacent buildings. With regard to the
removal of the column, he asked if it would really make that much difference. He noted that
they have implemented Mr. Cannon's suggestions that they feel really would add to the project.

Commissioner Maas advised that the staff report indicated that the Planning Commission had
determined during its review of the Safe America building that the building design for this site
should complement the design of the Safe America building. Mr. Barkdull advised that they
were told that, and they spoke with Mr. Paxson and explained the reasons why they wanted to do
something different. He advised that there was support for their ideas. He noted that they are
trying to build a quality building that will stand out and be stylish for a long time.

Commissioner Arkin questioned the green glazing of the windows. Mr. Barkdull advised that
they are trying to use the same glazing used at 5100 Franklin. He noted that if the green color is
an issue, he would be willing to use a bronze glazing. In response to Commissioner Kameny's
inquiry, Mr. Miers advised that they would attempt to use the same color glass as that of the
building on Franklin.

.,.-..

Commissioner Maas asked Mr. Cannon how he feels the proposed building works with the Safe
America building. He commented that he is much fonder of the proposed building than the Safe
America building. He noted that staff had advised that it was o.k. to proceed with this type of
building and that applicant has been told that if this design is approved, the quality of detail has
to be very high. He advised that he based his evaluation on this direction. He further advised
that he does not believe that the detail of this proposal is up to the standards of the Signature
Headquarters building. Mr. Cannon reported on the suggestions that he feels would enhance the
building design. He noted that he feels the green glazing is the best, the blue would not go with
the wall color, and the bronze color would be too dark when looking through it from the inside.
He suggested that the applicant provide a large sample of the glass so that staff could look at it
outdoors. He also noted that he does not feel the landscape plan lends itself to what the owner is
trying to accomplish in the entry area. Mr. Cannon confirmed that a piece of public art or water
element could be featured in this area.

THE PUBLIC HEARING WAS CLOSED

Commissioner Maas stated that she is concerned that the Planning Commission's direction that
the design of this building was suppose to complement the Safe America building was ignored.
She advised that she likes the proposed building, but she does not feel the buildings complement
each other at all. She commented that the only way she feels this can be resolved is to make
these two separate projects by not having them adjoin at the parking lot and increasing the
landscaping between the two parcels to show that they are two separate properties. Mr. Kishi
advised that this could effect the circulation and the Fire Department was very pleased with
having the full circulation around the site and not having to worry about a turn-around.

,--.

PLANNING COMMISSION MINUTES

July 11,2001

Page 7
