He clarified that the State is only <br />r allowing the driveway and landscaping to be in the lOO-foot right-of-way for the 60 KV line. <br />Commissioner Maas excused herself from the meeting at 11 :00 a.m. <br /> <br />Sandra Lemmons, Assistant Superintendent for Administrative Services for the Pleasanton <br />Unified School District, advised that the Department of the State Architect is not particularly <br />concerned with parking. She noted that they look at health, safety, handicap access, and <br />structural information. She stated that the Department of Education is probably more concerned <br />about the site layout and the utilization of the land itself. She noted that the architect working <br />with Signature Properties has been working with Mr. Swift, and will continue to work with him. <br />She advised that they are also working with the infrastructure developers as well. She noted that <br />Signature and the infrastructure developers are using the same engineers and are hoping to <br />develop their projects cooperatively. <br /> <br />Mr. Swift provided clarification as to the timing of the development of the residential projects. <br />In response to an inquiry from Commissioner Roberts, Mr. Jost advised that staff will be <br />working with LA VT A with regard to the location of bus stops. <br /> <br />7. MATTERS INITIATED BY COMMISSION MEMBERS <br /> <br />r- <br /> <br />Commissioner Harvey asked ifthere is an interest on the part of the Planning Commission in <br />conditioning new buildings to use waterless urinals and whether this should be a standard <br />condition. The Commission supported this recommendation. He noted that there are a number <br />of other Green Building techniques, such as using recycled carpeting, that he would like to have <br />investigated with consideration given to making these requirements standard conditions, rather <br />than bringing these up at each meeting. Commissioner Arkin advised that he would eventually <br />like to have an ordinance regarding Green Building measures. Chairperson Sullivan suggested <br />that the Planning Commission have a workshop on this matter. Commissioner Roberts noted <br />that there is also the issue of affordability and the ability to acquire materials. Mr. Pavan noted <br />that Tricia Maier is working on the next phase of Green Building, which includes another <br />workshop for the Planning Commission. Commissioner Harvey requested that in the meantime <br />he would like staff to investigate the requirement of waterless urinals for new buildings. <br /> <br />Chairperson Sullivan advised that the City is considering the development of a power siting <br />ordinance and is looking for recommendations from the Energy Committee. <br /> <br />Commissioner Arkin commented on the building on Stoneridge west of Hopyard Road with the <br />big color panels, noting that he would like a workshop on what went wrong with that building. <br />He suggested a workshop that talks about that building and others that did not come out the way <br />the Planning Commission expected. Commissioner Roberts suggested that the Commission <br />decide which buildings they want to look at. It was suggested that they start with the building on <br />Stoneridge west of Hopyard Road. <br /> <br />Commissioner Arkin noted that people are asking for low-cost housing so that children who <br />grow up in Pleasanton can afford to live here as adults, he noted a need for young-adult housing <br />such as studio apartments with no children, and possibly a five-year limit of residency. <br /> <br />..- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />July 11, 2001 <br /> <br />Page 13 <br />
