MATTERS FOR COMMISSION'S INFORMATION

a. Presentation on the Draft Compact for a Sustainable Bay Area

Surlene Grant distributed materials regarding the "Draft Compact for a Sustainable Bay Area."
She presented information about the Bay Area Alliance and the development of the draft
document. She reported that her task is to meet with planning agencies and city councils in the
nine Bay Area counties and present the draft compact. She asked that the Commissioners review
and react to the document, and, ultimately, refer this matter to the City Council to obtain a
resolution or letter of support. She reported that there are 10 key regional challenges presented
in the draft compact. Ms. Grant advised that a survey form is provided in the document for the
Commissioners' use in providing feedback.

,,-.

Commissioner Arkin commented that communities allow growth to happen without regard to
regional transportation infrastructure and he feels there needs to be a mechanism to require that
capacity is added to the regional transportation system to support the housing growth approvals.
He stated that if capacity cannot be added, additional housing should not be built.

Commissioner Harvey commented on Vision 2010 which was created by the Tri-Valley Business
Council, noting that there seems to be a lot of overlap with that process. He stated that he would
like to know if the Tri-Valley Business Council is on board with this draft compact, and if they
are not, why they are not.

Vice Chairperson Maas advised that this item will agendized for the next meeting to allow for
discussion and comments by the Commission.

8.
