c. Actions of the Zoning Administrator

r-

No action was taken.

9. COMMUNICATIONS

It was noted that a letter was received regarding the IKEA store proposed for the Staples Ranch
site. In response to an inquiry from Commissioner Roberts, Mr. Pavan advised that the approval
for this project will come to the City.

Vice Chairperson Maas and Commissioner Roberts reported that the Housing Element Update
Committee held its first meeting and that it was an introductory meeting. They advised that
James Paxson has been elected as chairperson and the next meeting is July 9. They indicated
that they would keep the Planning Commission informed. Commissioner Arkin asked that they
come back at an interim point to get feedback from the Commission to take back to the
Committee.

10. REFERRALS

There were none.

11. MATTERS INITIATED BY COMMISSION MEMBERS

-

Commissioner Roberts advised that the school district will be submitting plans for the Joshua
Neal School by July 15 so that construction can begin by the end ofthe summer. She stated that
she feels it would be helpful for the Commission to have a presentation by Brian Swift as to how
the school district plan conforms to the Specific Plan. She noted that this would need to be at the
next meeting. Mr. Pavan advised that the school district plan can be provided only as an
informational item to the Planning Commission. Commissioner Roberts reported that the City is
recommending that a stop light on the new Vineyard A venue be replaced with two roundabouts.
She advised that the review of this matter was continued to the next City Council meeting
because appropriate noticing ofthe item was not done. She suggested that Jeff Knowles, the
City Traffic Engineer, be present at the next Planning Commission meeting to make a
presentation on the proposal for the roundabouts. The Planning Commission agreed to have an
informational item on the July 11 agenda regarding the proposed school plan and Vineyard
Avenue round-abouts. Ms. Seto suggested that the Commission provide its comments to the
school district in a letter following the meeting.

Commissioner Arkin asked about the status of the Chamberlin building application for the
Pedro's Restaurant site. Mr. Pavan advised that the drawings have not been completed and have
not yet been forwarded to Mr. Cannon for peer review. Commissioner Arkin advised that he
would like to have the design come before the Commission as a workshop, prior to the
development of any detailed drawings, to allow the opportunity for the Commission to provide
input. The Planning Commission concurred with this process.

.r-

June 27, 2001

Page 14

PLANNING COMMISSION MINUTES
