Mr. Pavan advised that Mr. Cannon is present this evening to speak to <br />r- architectural issues concerning the proposal. <br /> <br />Mr. Pavan presented information regarding the traffic report prepared for this project. He noted <br />that the property owners of the Stanley Business Park have conveyed title to the City of an <br />18-foot strip ofland along the Stanley Boulevard side of the project to be used for street <br />improvements. Discussion ensued regarding the proposed double drive-through lanes, as well as <br />how cars would enter and exit the project. <br /> <br />Mr. Pavan advised that staff will be working with the applicant to incorporate LEED measures <br />into the project. He noted that a tenant within the business park expressed concern about the <br />visibility of the equipment in the play area, and a condition of approval has been added to require <br />darkened glass in this area. <br /> <br />In response to a question from Commissioner Roberts, Mr. Pavan noted that cars exiting on to <br />Stanley Boulevard would only be allowed to make a right turn. Mr. Pavan also noted that the <br />Traffic Engineering staff has found that a deceleration lane is not needed. <br /> <br />In response to an inquiry from Commissioner Kameny, Mr. Grubstick described the proposal for <br />the eastbound lanes on Stanley at the intersection of Valley and Bernal. Mr. Grubstick advised <br />that there is funding for widening Stanley on the east side of Bernal. <br /> <br />r- <br /> <br />Commissioner Maas stated that while she is a business owner in this area, she does not have a <br />conflict of interest with this application. In response to an inquiry from Commissioner Maas, <br />Mr. Pavan advised that the Planning Commission is looking at the site plan for the proposed <br />commercial building pad, but the design of the building will be brought back to the Planning <br />Commission. He noted that the Planning Commission could provide any comments that it feels <br />are appropriate to be applied to the proposed building this evening. Commissioner Maas <br />questioned the use of the proposed commercial building. Mr. Pavan stated that if the proposed <br />use is allowed by the PUD development plan, the application would be for design review, but if <br />the future applicant wanted a use that is not covered by the development plan, it would require a <br />PUD modification. <br /> <br />Chairperson Sullivan asked if the information in the staff report which states that at General Plan <br />Buildout the LOS at the Stanley Boulevard/Bernal Avenue intersection with this project, <br />including traffic improvements and mitigations, would be LOS "E" (v.c. ratio of .98) is accurate. <br />Staff confirmed that this is correct. <br /> <br />In response to an inquiry from Commissioner Arkin, Mr. Pavan noted that the Municipal Code <br />allows for a federal, state, county, or city flags to be flown, but ifthe an applicant wants to fly a <br />corporate flag, it becomes a factor of the sign program. He further noted that staff and previous <br />Planning Commissions have not supported flying corporate flags. <br /> <br />Commissioner Arkin questioned proposed uses for the other corners of the Stanley/BernalNalley <br />intersection.
