He further advised that the P.G.&E. power plant was <br />- proposed for the eastern most side of Bernal A venue next to the substation. <br /> <br />Commissioner Arkin asked if the facility will have family bathrooms. Mr. Pavan referred this <br />question to the applicant. <br /> <br />Commissioner Kameny questioned whether provisions were included in the conditions should <br />traffic create the queuing of cars on Bernal Avenue. Mr. Pavan stated that any problems related <br />to traffic or parking may be referred to the Planning Commission for subsequent review. <br /> <br />In response to an inquiry from Commissioner Harvey, Mr. Pavan confirmed that the 20 <br />additional parking stalls are for the commercial building. Commissioner Harvey questioned <br />whether any alternative energy source is being proposed. Mr. Pavan advised that with the <br />exposure of this building, it would not be possible for photovoltaics to achieve optimum <br />efficiency. He further advised that staff does not feel the roof area would allow sufficient space <br />for photovoltaic panels. <br /> <br />THE PUBLIC HEARING WAS OPENED <br /> <br />COMMENTS FROM THE APPLICANT <br /> <br />,-- <br /> <br />Lesley Mitchell, Real Estate representative for McDonalds' Corporation, 2527 Camino Ramon, <br />San Ramon, represented the applicant. She advised that they hoping to lease or sell the proposed <br />second building to a user whom, at this time, is unidentified. She further advised that they do not <br />anticipate that the building will be for any type of McDonalds' use. She advised that the mission <br />style architecture was selected as a fitting design for the City's gateway location. She presented <br />a rendering and color board for the project. She described the architectural elements and the <br />building and roof colors. She noted that the design went through the architectural peer-review <br />process and they were able to incorporate the majority of Mr. Cannon's suggestions and <br />recommendations. Ms. Mitchell advised that a traffic study was completed and revised twice. <br />She noted that the applicant's traffic consultant is present this evening to respond to any <br />questions. She advised that a queuing analysis was completed and that it shows that Bernal <br />Avenue would not be impacted. She reported that the applicant is in agreement with all of the <br />conditions of approval in the staff report. <br /> <br />Gary Vigen, 1127 E. Olive, Fresno CA 93728, of Vigen Associates, responded to Commissioner <br />Arkin's inquiry as to whether there is a family restroom proposed, noting that there is a men's <br />bathroom, and a women's bathroom, with changing facilities. The applicant noted that a family <br />restroom could be included. <br /> <br />In response to an inquiry from Commissioner Roberts' regarding the reference in the staff report <br />concerning decorative lighting, Mr. Vigen described the proposed project lighting. <br /> <br />Commissioner Maas asked if the business hours of 6:00 a.m. to midnight were being proposed <br />for weekdays and weekends. The applicant advised that they would look at the business pattern <br />and if it makes sense to stay open to midnight they would.
