<br />,.-.. <br /> <br />Commissioner Harvey stated that he would like to add item "e." to Condition #23 that <br />would provide for some method to facilitate the installation of the photovoltaic system at <br />a later time. It was suggested that staff investigate this matter further to determine what <br />kinds of mechanical provisions could be made now to facilitate installation of solar <br />panels at a later time. There was consensus on this item. <br /> <br />Commissioner Harvey suggested that the fence behind Lots 6-10 be continued behind <br />Lots 11-16. The Commission concurred. <br /> <br />Commissioner Harvey stated that he feels the Chrismans should not have to give up the <br />use of well water for their house. Mr. Swift advised that the Specific Plan has a general <br />condition that requires property to be hooked-up to City water when it is subdivided. No <br />support was then shown for waiving the water hook-up requirement. <br /> <br />Commissioner Maas stated that she would like the design review for the caretaker unit to <br />come back to the Planning Commission. The Commission concurred. <br /> <br />.-- <br /> <br />Chairperson Sullivan stated that he is pleased that Centex is moving forward with the Davis <br />Group home program. He encouraged staff and the applicant to work together to make it <br />happen. He advised that he appreciates all of the work that has been done to address the issues <br />of concern. He noted that he is not satisfied with the analysis of alternatives that was presented, <br />and that he feels the value of the houses should have been included in the analysis. Chairperson <br />Sullivan stated that he still does not feel that this is a good project. He advised that there are too <br />many houses, too much grading, and too many environmental impacts. He noted that he does <br />not feel that the number of houses fits in with the hillside nature of this area. He stated that he <br />feels if the City approves this, we are basically pushing it forward to get the short-term gain of <br />getting the school in place. He noted that his recommendation is to deny the project. He advised <br />that he would like to ask the City Council to not approve the project and to find another way to <br />get the school built. Chairperson Sullivan stated that he believes planning principles are being <br />compromised for political reasons. <br /> <br />Chairperson Sullivan moved to deny Case PUD-05, and ask that a project more suitable for <br />this location be developed and that an amendment to the Specific Plan that would greatly <br />reduce the number of lots be initiated. Commissioner Arkin seconded the motion. <br /> <br />Commissioner Arkin stated that he wants to find a way to say that he does not like the project, <br />but if the City Council wants to approve this project, it be noted that as the Planning Commission <br />has conditioned this project, this is the best they can do. Commissioner Arkin stated that he <br />would be interested to know if the other Commissioners would be agreeable to exploring Mr. <br />Swift's proposal to relocate lots. <br /> <br />Commissioner Harvey advised that he would like to hear more about the characteristics of a plan <br />that Chairperson Sullivan could support. Chairperson Sullivan stated that the number of lots in <br />the project would have to be significantly less than 19, and around the range of five if they are <br />placed on the bench.
