He commented that he would like the project to have less grading, less environmental impacts as
r- a result of the grading (such as tree loss), and less visibility from off site.

Chairperson Sullivan stated that he would be agreeable to modifying his motion to move denial
of Case PUD-05, and ask that the City Council consider Mr. Swift's alternative proposal, and
also ask the City Council to determine if there is another way besides building these houses to
provide the infrastructure necessary to get the school built, thereby allowing time to develop a
good project

Chairperson Sullivan amended the motion to deny Case PUD-5, to ask the City Council to
look at alternatives to this proposal, including Alternative C which primarily removes
houses from the bench and puts them back on the Chrisman property, or stop the project
and have City Council find another way to provide the infrastructure needed for the school
and send this project back for revision. Chairperson Sullivan also included in the motion
that the Planning Commission has done the best it can do to condition this proposal and, if
the City Council supports the project, that these conditions as modified by the Planning
Commission be included. Commissioner Arkin seconded the motion.

ROLL CALL VOTE

,r-

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Arkin and Sullivan
Commissioners Harvey and Maas
Commissioner Roberts
Commissioner Kameny

Commissioner Maas advised that she is not willing to remove or delete lots because the project is
in compliance with the Specific Plan.

Commissioner Harvey noted that he felt this compact project was better than a project which
spread development over more of the site, causing more environmental impacts, and that a
reduction in the number of houses would not proportionately reduce the amount of
environmental impacts.

Commissioner Maas moved to approve Case PUD-05 subject to staff's recommended
conditions of approval, with the addition of the following conditions:
. only vegetation shall be allowed on the slope area behind Lots 1-5.
. sidewalks shall be installed along one side of" A" Street.
. additional trees shall be planted on the northeast side of Lot 6 to shield Mr.
Brozosky's property.
