She further stated that she feels this is a total <br />compromise. <br /> <br />Discussion ensued regarding the Commissioners' recommendations. <br /> <br />Commissioner Kameny stated that he would be inclined to support staffs recommendation with <br />the modification suggested by Commissioner Roberts to include landscaping and irrigation. <br /> <br />Chairperson Sullivan stated that he would support Commissioner Maas' recommendation, as he <br />has concerns about blocking the Scotts' view from the front of their home. <br /> <br />Commissioner Arkin stated that he supports staffs' recommendation, and that he feels Mrs. Lu is <br />correct in that she should be treated just as fairly as others in that neighborhood. He further <br />stated that he feels it is unfair to burden her with conditions that have not been placed on the <br />other neighbors. He noted that he would support Commissioner Roberts' recommendation <br />regarding the landscaping requirement. <br /> <br />Commissioner Kameny moved to recommend approval of Case PUD-88-16-2M to the City <br />Council subject to the conditions in Exhibit "B," with a modification requiring that at least <br />five 5-gallon shrubs be placed along the hog wire fence along the driveway, with the <br />location of those shrubs subject to approval of the Planning Director, and that an irrigation <br />system be installed for this landscaping. Commissioner Roberts seconded the motion. <br /> <br />r- <br /> <br />Commissioner Sullivan stated that he is disappointed that there was no effort to reach a <br />compromise. He asked if Commissioner Kameny would consider amending the motion to <br />require that the three north most sections of the fencing be removed and the requirement for <br />landscaping remain. Commissioner Karnney stated that he would not agree to this amendment. <br /> <br />Commissioner Maas asked if Commissioner Kameny would be willing to add to the motion a <br />requirement that all future applications for wood fence in this area come before the Planning <br />Commission. Commissioner Kameny stated that he would agree to add this as a separate <br />direction to staff. <br /> <br />Commissioner Arkin advised that he feels that the Lus were not aware of the existing situation <br />with regard to the fence when they purchased the house. He stated that he does not understand <br />the logic that the Scotts were allowed to construct their fence, but there is objection to the Lus' <br />fence. <br /> <br />Commissioner Kameny amended the motion to include the requirement that one foot of <br />lattice shall be added to the top of the three sections of six-foot solid fence to match the <br />existing seven-foot fence.
