agree with the recommendation, and amend the list to reflect those specific projects the
r' Commission feels should be ranked as a high priority.

Mr. Bocian noted that this is the first of two hearings that the Planning Commission will have
regarding the Capital Improvement Program. He noted that the final draft form of the CIP will
be presented in June for the Commission's review and the Commission will be asked to approve
the plan in terms of the CIP being consistent with the General Plan.

Commissioner Maas questioned the time frame for the development of the Bernal Community
Park. Mr. Bocian advised that all ofthe Bernal projects are currently being reviewed to
determine a strategy for the funding of those projects. Commissioner Arkin stated that according
to the approvals for the Bernal project, he understood that the lighted sports park would be
developed before the homes. Mr. Swift advised that a committee is currently working on the
design of the park on the City's property, but the park improvements will not be done prior to the
start of construction for the houses. He noted that information regarding the park will be
included in the disclosure document.

In response to an inquiry from Commissioner Maas, Mr. Bocian advised that Park and
Recreation did not submit the adult day care facility as a high priority. He noted that the assisted
living project is a priority. Mr. Swift advised that the Senior Center is designed to have a facility
for adult day care, but that the operation of the program has not been funded, and that funding
would not be part of the CIP program.

r'

Mr. Bocian stated that staff would like consensus from the Planning Commission regarding its
recommendation for projects to be included on the list.

Commissioner Arkin questioned the total cost of the items included on the list. Mr. Bocian
advised that the Capital Improvement Program for five years is approximately $75 million. He
noted that the list shows the general, miscellaneous, and parks projects, but does not include
sewer, water or street projects. He noted that the sewer, water, and street projects are very fund
specific and, therefore, there is less latitude on those projects. Mr. Bocian advised that the
miscellaneous and parks projects budget is amount $20 million.

Chairperson Sullivan asked if the funds in the Urban Forestry Fund have been considered for
expenditure. Mr. Bocian advised that he is not aware that any money from this fund is being
expended for CIP projects. He noted that the "Stoneridge Mall Road Landscape Renovations"
would most likely be funded from the parks renovation program.

Chairperson Sullivan asked if consideration has been given to using RIO water to upgrade the
central irrigation system. Mr. Bocian advised that there is not currently a plan, but that the City
will be looking at the use of RIO water.

PUBLIC HEARING WAS OPENED

No one spoke on this item.

---

PLANNING COMMISSION MINUTES

March 28, 2001

Page 3
