2. Conduct tasks 1 -8, as listed in the Scope of Work included herein.
SlonnvAzQuEz,Lic
The study will include interviews with key personnel and other supervisory personnel; reviewing
written procedures, field observations, and analysis.
Special attention will be paid to identifying data points from the operational review, which may
be helpful in analyzing diversion and recycling information. Analysis of current
diversion /recycling practice and tracking in turn can inform future operational decisions.
Sloan Vazquez staff will be on -hand to provide clear, meaningful information to City staff and
City Council subcommittee members.
3. Prepare Final Reports
• Prepare Draft Reports
• Resolve Any Outstanding Issues
• Prepare Final Reports
• Reports generated from the studies will contain specific, actionable suggestions for process
improvements, data collection, cost savings, and revenue enhancements, where appropriate.
OPERATIONAL /EFFICIENCY REVIEW OF PLEASONTON GARBAGE SERVICE
A detailed questionnaire will be submitted for operations personnel to complete, along with a list of
documents and reports to be made available for review. This accomplishes three objectives. First, this
information is the foundation for assessing and evaluating the operations. It is essential to the success
of the project. Second, it identifies areas where important information is missing and may need to be
developed. Last, it requires operations personnel to focus on back office information that is so essential
to managing an efficient and productive operation.
Additional information will be obtained from onsite visits. During the visits, firsthand observations will
be made of the operation in action, at the facility and in the field. The entire operation is reviewed,
from opening to closing. In addition, interviews are conducted with a cross section of the staff—
managers, supervisors, customer service representatives, and drivers— using several comprehensive
checklists that have been developed over time from our experience. The checklists will be tailored to
the City of Pleasanton's Scope of Work. This is a valuable opportunity to gain insight to the operation,
determining what works, what doesn't work, and what can be improved.
As part of this work, photographs and videos are taken to document observations. Interviews are never
recorded or videoed. Faces are never shown in any media, unless permission is received from the
individual.
Prepared for the City of Pleasanton Revised Scope of Work & Fee Schedule to Provide Consultant
November 26, 2010 Services Related to Refuse and Recycling Services
3
