PROJECT APPROACH <br />Sloan Vazquez Uniquely Qualified to Satisfy City's Requirements <br />Sloan Vazquez is uniquely qualified to satisfy the City of Pleasanton's objectives and work requirements <br />as identified in the RFP. Not only do we bring our academic and professional economic and financial <br />knowledge and experience, we also possess industry insight gained through many years of "hands -on" <br />experience and direct responsibility for solid waste program design, implementation, and day -to -day <br />management. <br />This comprehensive knowledge of municipal solid waste and recycling collection and processing <br />distinguishes us from other consultants who may be well qualified academically but have little or no <br />experience putting their recommendations into practice and managing them to a successful outcome. <br />Sloan Vazquez has over forty years of experience in planning, implementation, and management of fully <br />integrated municipal solid waste management programs to achieve and exceed the requirements of the <br />State of California and more strenuous local ordinances. <br />Sloan Vazquez will conduct an operational /efficiency review of Pleasanton Garbage Service (PGS) <br />recycling and refuse operations to identify operating costs and to review operating practices and <br />methods to determine consistency within established industry standards. <br />The following describes the Methodology for conducting Study 1 as described in the Request for <br />Proposals issued by the City August 5, 2010. <br />Sloan Vazquez uses a systematic approach to project management. Sloan Vazquez will take the <br />following general approach. <br />1. Planning & Preparation <br />S/OW/ V AZQU EZ, [. <br />Kick -off Meeting with City Personnel to review project goals, review plan of action, develop and <br />agree on a specific schedule, introduce key personnel to City personnel. <br />Identify and obtain relevant documents and records including but not limited to: <br />o PGS organizational chart, job descriptions and functions, staffing levels, scheduling and <br />routing details, vehicle fleet information, operational statistics for collection and <br />processing operations and other relevant information. <br />o Data related to the current and future tracking of Pleasanton's diversion rates according <br />to the State and the Alameda County Authority (StopWaste). <br />o Information regarding other known or suspected recycling /diversion options available to <br />Pleasanton residents and businesses that may not be captured by the above data. <br />Prepared for the City of Pleasanton Revised Scope of Work & Fee Schedule to Provide Consultant <br />November 26, 2010 Services Related to Refuse and Recycling Services <br />2 <br />
