Efficiency is an important component in the success of garbage, green waste, and <br />recycling programs. <br />SloanvAzQuEZ,1 I <br />• Transfer Station Ingress and Egress <br />o Management of Traffic upon approach to facility (City Streets) <br />• Systematic minimization /elimination of heavy traffic and /or queuing on peripherals <br />o On -site queuing and weigh -in management <br />• Protocol to expedite trucks into facility for weigh management and tipping <br />o Tipping floor management <br />• Spotter training to maximize proper material placement <br />• Spotter training to minimize handling of materials once they are tipped <br />• Expedite tipping and egress to weigh -out and /or exit the facility <br />• Transfer Station Material Management Equipment (Yellow Iron) <br />o Assessment of all machinery used to handle materials on the transfer station <br />tipping floor: loaders, compactors, excavators, bucket design, tires, floor <br />"savers ". <br />o Evaluate current mechanical and procedural load -out methods and make <br />recommendations to assure that each load exiting the facility carries the <br />maximum legal weight. <br />• Transfer Station Rolling Stock <br />o Evaluate tractor specifications for vehicle weight, fuel type, fuel efficiency, and <br />tire type and configuration; <br />o Evaluate trailer specifications for construction materials (e.g. aluminum, <br />stainless steel, steel, etc.), aerodynamics, weight, durability, tire type and <br />configuration; <br />o Assess tractor /trailer combination for maximum legal payload calculation. <br />• Transfer Station Efficiency Measures <br />o Street traffic management to minimize neighborhood impact; <br />o On -site traffic management practices to expedite speedy In & Out; <br />o Evaluation of tractor /trailer combo to accomplish maximum operating <br />efficiency; <br />o Procedure to accomplish maximum legal payload for every load leaving the <br />station in order to minimize the per -ton operating costs and reduce the per ton <br />carbon emissions. <br />• Transfer Operations Management <br />o To be successful, transfer station operations must be clearly defined and tightly <br />managed; <br />Prepared /or the City of Pleasanton Revised Scope of Work & Fee Schedule to Provide Consultant <br />November 26, 2010 Services Related to Refuse and Recycling Services <br />8 <br />
