Resource Development Associates <br /> Proposal to Update Human Services Needs Assessment for Eastern Alameda <br /> time, the process must be closely managed so that it remains focused on client /family needs <br /> and desires and on the development of a system that represents the Tri- Valley's highest <br /> aspirations for a coordinated Human Services Network. RDA has a great deal of experience in <br /> working with a broad range of stakeholders to develop this kind of multifaceted, multilevel <br /> assessment and strategizing. We work with individuals and engage with community based <br /> organizations that represent underserved constituents. In developing consensus around <br /> strategizing and coordination, it is important that the various stakeholders have opportunities <br /> to engage with the data, engage with each other, and collectively explore a broad range of <br /> issues and approaches. To accomplish this, RDA as research and planning partner, is flexible, <br /> able to respond quickly to information needs and to facilitate meaningful dialogue, and adept <br /> at synthesizing multiple perspectives into a single, coherent strategy. <br /> Task 3.1 Conduct Evidence -based Best Practice Research <br /> It is important to take advantage of outcome - oriented evidence -based best practices utilized by <br /> other municipalities and regions in conjunction with the services and needs identified in <br /> Attachment A. RDA consultants are uniquely qualified at conducting best practice research due <br /> to our academic and professional expertise and in addition our experience in community- driven <br /> planning processes means we can effectively translate academic research into grassroots <br /> practice that is culturally competent and consumer driven. <br /> Task 3.2 Convene 3 community meetings/ workgroup sessions <br /> RDA will coordinate outreach and convene 3 community meetings and strategy sessions to <br /> report preliminary data collected and gather community input on strategizing better <br /> coordination of existing resources and services. We will rely on recommendations from City <br /> Contacts to determine the best location for these meetings. RDA will share a PowerPoint <br /> presentation of data analysis and will solicit input regarding strategies for addressing service <br /> gaps or deficiencies. The meetings will educate the community about the findings of the needs <br /> assessment, will solicit full participation in order to maximize resources and increase future <br /> funding, and will begin the process of strategizing better coordination among existing services <br /> and prioritizing newly identified needs and gaps. Recommendations and solutions for <br /> overcoming obstacles such as geographic or cultural isolation will be solicited. <br /> Task 3.3 Use GIS mapping to depict service utilization and illustrate geographic gaps in access <br /> A demographic and geographic analysis of quantitative data will help identify whether service <br /> recipients fall into target categories, or if some groups are persistently underserved. RDA's <br /> mapping tools will be useful in plotting high and low penetration areas and geographic <br /> concentration of consumers in order to provide a visual explanation of outreach successes and <br /> needs. <br /> Task 3.4 Submit Draft and Final Update for Approval <br /> In order for the needs assessment to inform the ongoing improvement of service delivery, RDA <br /> understands that the product must be usable and responsive to the clients needs. When RDA <br /> completes a report or plan, we build our timeline in order to ensure that the client has enough <br /> time to review our draft and provide feedback that can be incorporated in our final draft. <br /> Page 5of7 <br />
