Work <br /> plans are revisited and updated by the Project Lead regularly to ensure that the project stays on <br /> track. <br /> Phase 1 Deliverables: <br /> • Project Management Meeting <br /> • Review and Analysis of Data from 2003 Needs Assessment <br /> • Analysis of demographic changes indicated in 2010 census data <br /> • Tri- Valley Human Services Network Steering Committee <br /> • Ongoing Project Management <br /> Phase 2: Community Engagement <br /> The purpose of this phase is to gather and analyze information that will serve as a foundation <br /> for future Human Services program coordination and strategy development. RDA will outreach <br /> to all three cities to assess human service needs identified in the 2003 report, document newly <br /> emerging needs and map distribution of services in order to determine if there are any <br /> communities geographically or linguistically isolated from support and services. Qualitative data <br /> obtained in interviews and focus groups helps shed light on mysteries presented by <br /> quantitative data. For instance, there may be no clear explanation for poor usage rates at a <br /> particular Center, but interview data may reveal that public transportation routes make the <br /> Center difficult to access during hours of operation, or that a lack of language capacity is <br /> keeping families from accessing the Center. The qualitative interpretation stage can also help <br /> explain differential impact, especially around cultural competency which can be explored much <br /> more deeply in interviews and open -ended formats. When program effect is particularly low <br /> among one ethnic group, interview and focus group findings may reveal the key to making <br /> services more culturally competent. The needs will be assessed based on the following tasks: <br /> Task 2.1 Key Informant Interviews <br /> We will conduct 20 key informant interviews. Our objective is to ensure specific expertise and a <br /> diversity of stakeholder participation while simultaneously taking advantage of interviewees <br /> with a broad -based perspective. Each interview will be tailored to the experience and expertise <br /> of the interviewee and will provide insight into the obstacles and challenges experienced by <br /> different groups and service providers.
