ATTACHMENT 2 <br /> EXHIBIT A <br /> SCOPE OF WORK <br /> Phase I: Project Planning and Document Review <br /> Task 1.1 Proiect Kick -Off Meeting <br /> RDA wishes to assist the Pleasanton and Livermore Human Services Agencies in a needs <br /> assessment process that is efficient and expeditious, yet comprehensive and inclusive. We will <br /> facilitate an initial meeting between RDA associates and key Pleasanton and Livermore City <br /> staff that will accomplish the following objectives: <br /> • Share project visions; <br /> • Refine and formalize scope of services, work plan, timeline, etc; <br /> • Meet the City's assigned project manager responsible for regular communications, <br /> information sharing, and providing feedback; <br /> • Identify data sources and other informational needs; <br /> • Establish communication protocol. <br /> Task 1.2 Review Previous Needs Assessment and Census Data <br /> RDA will begin our needs assessment by reviewing the previous assessment and current Human <br /> Services data available in each city. In February when the census data is available, RDA will <br /> compare the 2000 and 2010 census data to identify significant demographic changes within the <br /> tri- valley that will impact the need or delivery for human services. <br /> Task 1.3 Convene a Tri- Valley Human Services Network Steering Committee <br /> Successful planning requires diverse stakeholder buy -in early in the process. A Steering <br /> Committee including community provider representation can help establish credibility and <br /> accountability, especially during economically challenging times when demand for scarce <br /> resources exacerbates already existing competing interests. Steering Committee members are <br /> asked to step out of their advocate roles and develop a community -wide perspective. With <br /> direction from both Pleasanton and Livermore Human Services, RDA will recruit for and <br /> convene a Steering Committee that includes key agency stakeholders and service providers <br /> reaching all three cities. RDA will solicit commitments from participants to assist in outreach for <br /> community meetings and focus groups and once service gaps have been identified will work to <br /> strategize efficient ways of closing those gaps through better coordination of existing resources. <br /> Task 1.4 Ongoing Proiect Management <br /> RDA uses a collaborative process on all of its projects, ensuring that the individuals with the <br /> greatest knowledge and skills are used to benefit the project. The team members listed here <br /> have all worked together on numerous projects. All projects are guided and monitored for <br /> quality assurance by Dr. Bennett. In addition, one of RDA's senior staff serves as Project Lead <br /> who is responsible for day -to day project activities. Project teams are supported by RDA <br /> Program Associates and Research Assistants. This team approach RDA uses for project <br /> management ensures that all activities can be completed in a timely fashion and minimizes <br /> communication gaps.
