once greenhouse gas emission issues are solved on a community wide basis, projects that are <br />consistent with the CAP do not have to undergo CEQA analysis based on greenhouse gases. <br />Councilmember Sullivan asked about the schedule for each phase of the Plan. Mr. Smith <br />directed him to the website which outlines what has been completed so far as well as an <br />upcoming timeline. He said staff has completed several portions of the first phase and is <br />currently working on the greenhouse gas inventory review. Subsequent steps include a <br />greenhouse gas target, which is scheduled for completion this month, followed by several <br />workshops. The full plan is scheduled to be completed February 2012. <br />Councilmember McGovern confirmed with staff that they would prepare a cost benefit analysis <br />to accompany the Plan.
