City of <br />Pleasanton settlement agreement required the Council to take the requested action no later <br />than November 2, 2010. <br />Councilmember Sullivan questioned and confirmed with staff that this removes only Section 5 of <br />Ordinance No. 1998, and that the Hacienda Task Force process and subsequent review and <br />approvals remain in place. <br />Mayor Hosterman opened the public hearing. There were no public speakers, and she <br />immediately closed the public hearing. <br />MOTION: It was m/s by Cook- Kallio/Thorne to introduce and waive first reading of Ordinance <br />No. 2012 to amend the zoning of three sites in Hacienda Business Park approving Case PRZ- <br />57, and removing Section 5 form Ordinance No. 1998. Update regarding the City's Climate Action Plan <br />Director of Operations Services Daniel Smith presented the staff report, stating the purpose of <br />the Climate Action Plan is really to protect the environment, the community's way of life, and the <br />local economy. He reviewed the accomplishments to date and discussed several programs in <br />progress, including the development of a Climate Action Plan (CAP) to address greenhouse gas <br />emissions, implementation of the new Green Building Ordinance, the Community Green Fair, <br />and PG &E partnership. On the horizon are additional grants, the Streetlight Replacement <br />Program, increased efforts to work with the Pleasanton Unified School District, and working with <br />Green Teams. As part of the evening's Consent Calendar, the Council also approved <br />participation in the Beacon Award. The City will be applying for the Gold level, with the ultimate <br />goal of reaching Platinum. <br />Mr. Smith provided a brief slide presentation on the City's solar installations. He stated that <br />between what is installed on City services and local businesses this year, they have realized a <br />1.24 megawatts of energy savings. He stated the CAP Workshop will be held Wednesday, <br />October 27 This will be the first opportunity for residents and businesses in the community to <br />meet with staff and the consultant. A new addition to the Climate Action Plan process is a 38- <br />page workbook to guide individuals on what they can do to reduce their personal carbon <br />footprint, covering everyday actions from home to work. He reviewed the new Climate Action <br />Plan website, which will stay up and running following release of the Plan. <br />Vice -Mayor Thorne asked staff to walk him through the CEQA changes if the City implemented <br />a Bay Area Air Quality Management District qualified CAP. Mr. Smith said it should essentially <br />streamline the process. Once the CAP's CEQA documentation is approved, any project that fits <br />within the CAP should be considered already approved and go through the streamlined process. <br />Mr. Dolan concurred, stating it provides a sort of master CEQA clearance.
