Mr. Dolan gave a brief staff report and stated that based upon response to the Settlement <br />Agreement, the Housing Element update process could benefit from the use of a housing <br />element consultant. Six firms responded to RPF and the top three were interviewed. Baird + <br />Driskell was selected due to their extensive experience with housing elements, their broad <br />planning experience, ability to connect with the community in the public outreach process and <br />work with staff to meet the challenging schedule. He noted that they also have an excellent <br />working relationship with HCD. <br />Mr. Dolan said the second issue is type of public process to be use. The report describes 5 <br />options that range from assigning a Commission as the primary point of input to a more involved <br />process (Option 5), which includes representatives from the Planning Commission, Housing <br />Commission, City Council, and 5 members of the public appointed by the Council to participate <br />in a task force. Staff recommends Option 5. <br />Councilmember Sullivan confirmed with Mr. Fialho would be an uncontested appointment and <br />similar to the Hacienda Task Force process. <br />Councilmember McGovern questioned the time commitment. Mr. Dolan said currently there are <br />8 scheduled meetings the task force would be invited to, but this may be extended and could be <br />paid for, as needed, with some contingency funds in the budget. <br />Councilmember Sullivan referred to the concluding paragraph which talks about a minor role of <br />the Housing Element Committee as growth management. The Council also talked of another <br />process for looking at new growth management strategies, which was separate from this <br />committee. Mr. Fialho agreed, and was reflected in the next paragraph, called the Council <br />Growth Management Subcommittee to conduct research and analyze various growth <br />management options for the City. He said this subcommittee would be responsible for tracking <br />full implementation of the Urban Habitat settlement timelines. <br />Councilmember McGovern also agreed this made sense because it shows the community how <br />the Council addresses growth in the community now that the housing cap is removed. <br />Mayor Hosterman noted that there were no public speakers. <br />MOTION: It was M/S by Hosterman- Thorne to approve a professional services agreement with <br />Baird + Driskell Community Planning for services in association with the preparation of a <br />Housing Element of the General Plan; and selection of Option 5 for a process for coordinating <br />public participation in the Housing Element update. Motion passed by the following vote: <br />Ayes: Councilmembers Cook- Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />MATTERS INITIATED BY COUNCIL <br />Councilmember Sullivan referred to Kay Ayala's comment regarding the filing fee for <br />candidates, and questioned when this was changed and the reason. Mr. Fialho said while it was <br />not the focus of the report, it was contained in the staff report relating to calling for the election <br />in June.
