Vice Mayor Thorne questioned if those running would need to recuse themselves, and Mr. <br />Lowell said there is a mechanism under State law that if a decision has to be made, straws can <br />be drawn and those who have a conflict would be put back into the ring to vote. At issue here is <br />whether this is a decision that has to be made or it could be put off until after the election. <br />Mayor Hosterman said the City has been subsidizing candidate statement payments for a <br />number of years and questioned where this money comes from. She recalls making the <br />decision thinking it made good economic sense to be more fiscally responsible. However, it is a <br />tremendous difference in what was paid previously. <br />Mr. Fialho said the City went from almost a full subsidy to a revenue neutral stance with this <br />action. But, as the City Attorney stated, the issue can be addressed after the election and there <br />would be no conflict of interest. The issue of how much would be subsidized moving forward <br />could be taken up at that time. <br />Councilmember Cook- Kallio noted that in other cities, candidates are provided an option to pay <br />the entire amount, and she suggested additional options be considered. <br />Councilmember Sullivan believed it was almost like a barrier and poll tax, suggested going back <br />to having a subsidized situation, and for discussion to be held. <br />Mr. Fialho suggested agendizing the matter after the election. Councilmember Sullivan <br />questioned whether it could be retroactive to these candidates, and Mr. Lowell said he thinks it <br />is possible. If he finds in the next couple of days that there is the ability for the matter to be <br />heard sooner, perhaps the City Manager could agendize it sooner. <br />Councilmember McGovern questioned if any cities have an endowment for those running who <br />cannot afford fees. Unaware if any cities offer endowment, Ms. Diaz stated the deposit for the <br />optional statements is estimated by the County ROV based on the number of registered voters. <br />She noted candidates are given information concerning indigency and if eligible their statement <br />can be printed without advancing the deposit. She offered that could formulate a policy guideline <br />for Council review to address future elections. <br />Councilmember Sullivan felt the $1100 was significant if not receiving large amounts from <br />campaign contributors. He suggested revisiting the matter. <br />Mayor Hosterman supported review of the matter. <br />COUNCIL REPORTS: None <br />There being no further business, the meeting was adjourned at 11:18 p.m., with a tribute to our <br />nation's men and women serving in the military.
