Councilmember Sullivan said that while not a condition of approval, he asked to go back to the <br />developers, review those guidelines and implement what could possibly be implemented where <br />feasible. Mr. Bocian agreed that staff could discuss this with both developers. <br />Councilmember Sullivan questioned if the City was conditioning adequate facilities that will have <br />tree bins or dumpsters that will support recycling program. Mr. Bocian stated yes, and noted that <br />CLC actually picks up its own trash from all of the buildings and they will not sort per se, but <br />they will be gathering it all so PGS trucks will not run through the entire development, and staff <br />can discuss how sorting will occur. He said currently, apartments are not source separated on <br />site, but effective October 1, 2010, they hope to do source separation of all commercial waste <br />through the transfer station. <br />Councilmember Sullivan referred to greenhouse gas and the Climate Action Plan and said the <br />City's plan will not be completed prior to the development's approval. He questioned some of <br />the text and changes, but confirmed that once the plan is approved, staff could approach <br />developers about programs and projects and incorporate them voluntarily. Mr. Fialho added that <br />the developers would be approached similar to how the Bay - Friendly Guidelines are handled; <br />they will determine whether feasible or not. <br />Councilmember Sullivan referred to page 18 of the Hendrick conditions of approval, which relate <br />to an estimate of energy savings from "the installation of solar roofs or other alternative energy <br />measures shall be prepared with a goal of 12.5% minimum reduction of annual energy use." He <br />questioned if it was annual energy use from Title 24, or some other baseline was used. Mr. <br />Dolan responded that this requirement relates to a new program in the new General Plan. It has <br />not yet been applied to any building as of yet but would be implemented and compared to Title <br />24. <br />Mayor Hosterman opened the public hearing. <br />Ralph Kanz, Conservation Director for the Alameda Creek Alliance, asked the Council to move <br />the item forward. <br />Ronald Tye, Regional Financial Officer, Hendrick Automotive, asked the City Council to <br />consider the situation if they had an all- electric motorcycle that they received the franchise for <br />and suggested this might be considered in the future. <br />Councilmember McGovern said her intent is to ensure residents would not be hearing <br />motorcycle noise from the dealership. <br />Mayor Hosterman noted the number of people in the audience who are present to support the <br />CLC project. <br />Councilmember Sullivan questioned if staff had indicated that the schedule for extension of Jack <br />London was in January. Mr. Bocian noted this was for beginning of construction of El Charro <br />Road, from the freeway to Stoneridge Drive, in January. Mr. Fialho stated notwithstanding this, <br />Livermore has been consistent in their comments about Jack London being constructed within <br />the next 12 months. This is largely dependent upon development that will occur on the prime <br />retail center.
