not create loud noise, and they have never had any complaints from their present site. He said <br />any future complaints would immediately be addressed. <br />Councilmember McGovern referred to the irrigation systems and asked to condition technology <br />for moisture level indicators for water efficiencies, and Mr. Tye agreed this could be done. <br />Councilmember McGovern referred to grading on Saturdays, which has been reduced for CLC. <br />She questioned if grading must be done in the Neighborhood Park on Saturdays. Mr. Bocian <br />said they do not have to, but staff felt it would only be the CLC site that would incur a potential <br />impact on the neighborhood. Based on experience, sound and dust is generally pushed out <br />east, so there typically is not a problem with grading work. He confirmed that Hendrick would <br />grade their site all at once and not in stages. <br />Councilmember McGovern questioned flood plain improvements to remove the sites from the <br />100 -year flood plain. Mr. Bocian said the City has an agreement with the City of Livermore and <br />they have indicated they will be moving ahead on improvements. The agreement allows for the <br />county to step in, but improvements must be done prior to the City issuing permits and /or <br />finalizing occupancy. Mr. Fialho announced that the City of Dublin had just approved the <br />regional framework this evening, and the City of Livermore has the matter scheduled on their <br />agenda for September 13, 2010. <br />Councilmember McGovern questioned and confirmed that child care facilities would be included <br />in both the men's and women's restrooms at the Neighborhood Park. <br />Vice Mayor Thorne referred to noise, and questioned whether or not 60 dBA at the closest <br />habitable CLC facility related only to the car wash or to anything on site. Ms. Giffin stated it <br />depends what time of day it is. For the Hendrick site, after 10:00 p.m., residential standards are <br />applied, which is 60 dBA. During the day time; however, it would only relate to the car washes. <br />Vice Mayor Throne asked if Hendrick had a motorcycle facility, whether the 60 dBA would not <br />apply in the daytime. Ms. Giffin said for commercial during the day, it is generally about 70 dBA, <br />but there are some exceptions for certain types of activities during the day. <br />Concerning growth management, Vice Mayor Thorne asked if there would be any impacts given <br />changes made in the plan as part of what the City is doing at Hacienda and the Housing <br />Element Update for CLC. Mr. Bocian said he did not believe there would be. <br />Mr. Fialho clarified a question previously answered for Councilmember McGovern regarding <br />permits not able to be issued until such time flood control improvements were completed. He <br />stated this only relates to occupancy permits and not all permits. <br />Vice Mayor Thorne questioned and confirmed that there were no plans for any fuel tanks on the <br />Hendrick site. <br />Councilmember Sullivan referred to the green point checklist and requested that these be <br />brought back after whatever is implemented to see what was actually done. He noted that the <br />City is adopting Bay - Friendly Landscape Guidelines for the park, and he questioned if there was <br />discussion for such guidelines with CLC or with Hendrick.
