Councilmember McGovern referred to recycling of water and said in the conditions of approval, it discusses the possibility of using recycled water. She asked where the City was in terms of its recycling plan, how close it is to making this a reality on the property, and she asked whether purple pipes would be put on the property. Ms. Giffin responded that it was included and addressed in the CEQA documentation and SEIR. There are also conditions of approval for each property relating to recycled water. Director of Operations Services Daniel Smith stated they have worked with DSRSD and have a tentative agreement for them to supply water to Staples Ranch and to cover it under their permit. They have also met with the Department of Health Services to prepare receiving their permit to begin receiving water. He believes they will be ready in two years to have everything ready. They have also worked closely with engineering to put the purple pipe in the ground on both El Charro and Stoneridge Drive. Councilmember McGovern referred to benches in the Neighborhood Park and confirmed that staff will review recycled material for benches. Councilmember McGovern referred to photovoltaics and being PV- ready. She questioned if location on the restroom roofs was also possible and asked if Hendrick was PV- ready. Mr. Bocian said the Planning Commission encouraged Hendrick to be PV- ready. Staff has discussed this with them quite a bit, but it does not fit into their financial model at this time. Councilmember McGovern noted the high usage of energy, given the lighting at Hendrick, and she voiced concern about not requiring it to be PV- ready. In other projects grant or other funding was used, and she asked if this could be considered as a condition. Mr. Bocian said yes and he was sure Hendrick and the City could work towards grant funding. Councilmember McGovern noted CLC is allowed two pets per residence, and she asked if there was an area on site for dogs to be walked and exercised. Mr. Bocian said they do have a dog run. Councilmember McGovern noted conditions in the Hendrick plan that allows motorcycles or boats, and she questioned whether they should be allowed next to CLC given their noise. Ronald Tye, Regional Financial Officer, Hendrick Automotive, said they currently have no intention of selling that type of product; however, they are trying to maintain this flexibility for the future. They do have some motorcycle dealerships on the east coast, but do not plan on doing it here. Councilmember McGovern questioned if Mr. Tye was amenable to returning to the Council in the future if motorcycles were added. Mr. Tye said they prefer to keep it in which will allow them the flexibility to use the property. Councilmember McGovern referred to any conditions relating to the times of day for loading and unloading of cars. Ms. Giffin said there is no specific condition of approval, and this would fall back on the City's Municipal Code. Mr. Tye, in response to Councilmember McGovern, stated parts and accessories arriving by truck typically arrive overnight and offloaded into a special area of the building. Cars are delivered during the day to the interior of the site and arrive as early as 7:00 a.m. and they usually conclude by the early afternoon.
