BACKGROUND
Following the direction received from the City Council at its September 7, 2010 meeting,
staff initiated recruitment for the ad hoc Housing Element Task Force. Recruitment of the
five at -large Task Force members consisted of: notices on multiple dates in the
Pleasanton Weekly, The Independent, The Valley Times, and the Tri- Valley Herald; an
item on the front page of the City's website; an item in PleasantonPatch.com and a press
release to the local media outlets.
At its September 8 meeting, the Planning Commission designated Commissioners
Jennifer Pearce and Kathy Narum to participate on the Task Force. The Housing
Commission designated Commissioners David Stark and Colleen Lopez at its
September 16 meeting.
HOUSING ELEMENT TASK FORCE
Preparation of the Housing Element is underway and will extend through approximately
November 2011. The Housing Element Task Force is likely to be active throughout this
period, with approximately eight public meetings between November 2010 and
June 2011 including meetings in selected neighborhoods to discuss potential housing
sites as well as at least one broad -based community meeting.
To assure a successful and timely process, it is important to define the role of the
Housing Element Task Force prior to the start of the process to assure City expectations
are being adequately addressed. To that end, staff has identified the Task Force's role
and responsibilities as follows:
. Be informed, collaborative and solution oriented. Be committed to attending
meetings, reading staff information, and being prepared to balance interests for the
overall good of the community.
. Provide a forum for community discussion. Actively engage the community in a
constructive dialogue of housing concerns, possible strategies and assist in educating
the community on housing matters. Be open to comment and various view points.
. Provide input on draft products. Review and provide input on a draft inventory of
sites, draft goals, policies, and programs including programs related to special housing
needs such as housing for the disabled, seniors, low income families and the
homeless.
• Keep your commission informed and up to date regarding Housing Element Task
Force Activity (Commissioners and Councilmembers only) - While the public
process includes a number of commission check -ins, it is important that the Planning
and Housing Commissions, and the City Council are kept abreast of Task Force
activities and leanings.
