Provide recommendations as requested by City staff — Providing recommendations <br /> to the City Council and /or commissions is important to assure they receive guidance <br /> prior to making the policy decisions needed for Housing Element approval. <br /> Monitoring the Urban Habitat Settlement Agreement and Growth Management <br /> The completion of the City's Housing Element and submission to the California <br /> Department of Housing and Community Development (HCD) is one of several obligations <br /> outlined in the Urban Habitat Settlement Agreement approved by the City Council in <br /> August 2010. The City Council has expressed a desire to form a subcommittee to both <br /> oversee the implementation of the Settlement Agreement and to review and evaluate <br /> growth management alternatives.
