LAND USE PLANNING <br /> Environmental Setting <br /> The project site is 39.22 -acre vacant property in the Bernal Property Specific Plan area <br /> defined by Bernal Avenue, Valley Avenue, City parkland, and the I- 680 /Bernal Avenue exit <br /> ramp. The proposed project is designed to <br /> implement the overall land use goal of the Specific Plan — that the individual <br /> developments of the Specific Plan should work together visually and physically as <br /> an integrated whole — and implements the general design criteria for this site, <br /> including its frontage onto Bernal Avenue and Valley Avenue, and its relationship <br /> to the surrounding residential and open space areas of the Specific Plan.
