• The overall project will include a list of selected permitted and conditional uses <br /> from the City's C -C (Central Commercial), C -N (Neighborhood Commercial), 0 <br /> (Office), and I -P (Industrial Park) Districts. The grocery store will operate 24 <br /> hours per day; the proposed pharmacy drive - through will operate 24 -hours per <br /> only for medications; and the proposed bank and restaurant/cafe drive - through <br /> will operate 24 -hours per day. <br /> • The project aligns the development's Bernal Avenue driveway with Koll Center <br /> Parkway permitting complete left -turn movements between the proposed <br /> development and Bernal Avenue and 1 -680. The central driveway from Bernal <br /> Avenue will function as the development's central north /south collector thereby <br /> reducing the amount of traffic using the development's Valley Avenue driveways. <br /> With this modification to Bernal Avenue, delivery trucks and vehicles will be able <br /> to avoid the Valley Avenue entrance driveways <br /> • The project provides one new right -turn only entrance /exit at Valley Avenue <br /> between Bernal Avenue and the first traffic circle. Adding this new driveway will <br /> reduce the amount of project traffic using the first Valley Avenue driveway <br /> entrance. <br /> • The project provides pedestrian amenities such as plaza areas, seating, arbors <br /> and trellises, shade structures, landscaping, water features, potted plants, and <br /> public art. <br /> The architectural style of the proposed development is Craftsman with several design <br /> elements borrowed from Main Street, Pleasanton. It incorporates reclaimed timber, <br /> wood siding, gooseneck style lamps, brick and limestone masonry, black and <br /> champagne - colored aluminum door /window frames, and green metal roof areas. The <br /> buildings are designed with common design elements of materials, design details, and <br /> forms visually link the individual buildings while at the same time achieving the <br /> individual buildings' design identity. The building designs provide significant articulation <br /> and variation of building heights, volumes, and massing. Building colors are <br /> predominantly earth tones with a variety of body and trim colors. <br /> DISCUSSION <br /> Planning Commission <br /> The Planning Commission discussion covered the following issues: <br /> • Planning Commission review of the master sign program: <br /> The Planning Commission discussed requiring the master sign program be <br /> reviewed at a public hearing to assure a shorter processing time instead of the <br /> Planning Commission having to appeal a staff level approval. <br /> The Planning Commission revised Condition 34 with the statement, "The <br /> comprehensive signing program shall be subject to the review and approval of <br /> the Planning Commission at a public hearing."
