• Tobacco stores as a permitted use: <br /> The Planning Commission discussed allowing tobacco stores as a permitted use <br /> and considered deleting the use entirely or limiting it to the sale of cigars, pipes, <br /> and cigar /pipe accessories only. <br /> The consensus of the Planning Commission is that the proposed use is <br /> acceptable. Therefore, no additional or revised condition was required by the <br /> Planning Commission. <br /> • Visibility to the 1 -680 freeway including Safeway signage: <br /> The Planning Commission discussed the project's visibility to the I- 680 /Bernal <br /> Avenue exit ramp; whether the entire development should be completely hidden <br /> from view; and whether the Safeway signage facing the 1 -680 freeway and exit <br /> ramp should be enhanced, such as adding a large "S" logo on the building wall. <br /> Staff stated that the landscaping program as conditioned achieved a balance <br /> between framing and enhancing the views of the buildings and screening parking <br /> and loading areas. <br /> The Planning Commission concurred with staff's explanation. Therefore, no <br /> additional or revised condition was required by the Planning Commission. <br /> • Fairground parking and construction traffic: <br /> The Planning Commission commented on public use of the development's <br /> parking areas during fairground events. Staff stated that as conditioned the <br /> applicant can request the City Council to have the California Vehicle Enforced in <br /> the parking areas which enables illegally parked vehicles to be towed. The <br /> applicant also stated that it will be in their best interest to strictly monitor their <br /> parking lots during large fairground events. <br /> The Planning Commission concurred with staff's answer explanation and did not <br /> add or revise the draft conditions. <br /> John Moore, representing the Walnut Hills Homeowners Association stated that <br /> fairgrounds parking could be an issue and that a second crosswalk will invite <br /> more fairgrounds people to park in this development. He commented that <br /> additional traffic control signs should be added to the Valley Avenue traffic circles <br /> to advise motorists on their correct use. Mr. Moore requested that it be made <br /> clear that construction traffic should solely use the Bernal Avenue exit, which <br /> homeowners and neighbors will appreciate. <br /> The Planning Commission noted the comments for the record and did not add or <br /> revise the draft conditions. Staff notes the following: that the second crosswalk <br /> across Bernal Avenue will provide a controlled pedestrian crossing between the <br /> Bernal Plaza and Business Center and the Pleasanton Gateway development; <br /> that the City can add or modify the traffic control signs at the Valley Avenue <br /> traffic circles at any time; and that construction traffic to the commercial /retail <br /> section is limited to Bernal Avenue only. <br /> Page 6 of 10 <br />
