Premises, the annual production of goods and services related to the Premises, the estimated strength of discharges and number of employees and shifts, or any other facts reasonably related to Wastewater Volume or strength for the average working day during the peak month of Sewage generation. (ii) The Applicant may request the Director to make an adjustment to the Sewage Capacity estimated at the time the permit is issued, and receive a partial refund from the connection fee paid, if the Applicant is able to show that the actual discharge after one (1) year of operation is at least ten percent (10%) less than the number of RDE's estimated for connection purposes." b. Section 2-15.50.03(b)(3) shall be amended in its entirety to read as follows: "Users Without Water Service. Users not receiving metered water service shall be charged on the basis of RDE's determined by an estimate of the user's discharge. The Director shall make the estimate in accordance with procedures established for estimating discharges of new users pursuant to Section 2-15.30.02. The Director may require unmetered user to install appropriate metering devices, at the User's expense if the Director suspects that the estimate of the unmetered user's discharge will not adequately reflect the user's actual volume of discharge." c. Section 2-15.60.01 is hereby amended in its entirety to read as follows: "RESPONSIBILITY. The primary responsibility for enforcement of the provisions of this Chapter shall be vested with the Director. The Director may designate as his agent any employee of the City or District. Field inspectors or other employees of the City or District so designated shall be authorized to act as agents of the City for and on behalf of the Director and shall possess the power to inspect and issue notices of violations of this Chapter. Notwithstanding the foregoing, responsibility for enforcement of all aspects of pretreatment shall be vested with the District."
