Premises, the annual production of goods and <br /> services related to the Premises, the <br /> estimated strength of discharges and number of <br /> employees and shifts, or any other facts <br /> reasonably related to Wastewater Volume or <br /> strength for the average working day during <br /> the peak month of Sewage generation. <br /> <br /> (ii) The Applicant may request the Director <br /> to make an adjustment to the Sewage Capacity <br /> estimated at the time the permit is issued, <br /> and receive a partial refund from the <br /> connection fee paid, if the Applicant is able <br /> to show that the actual discharge after one <br /> (1) year of operation is at least ten percent <br /> (10%) less than the number of RDE's estimated <br /> for connection purposes." <br /> <br /> b. Section 2-15.50.03(b)(3) shall be amended in its <br /> entirety to read as follows: <br /> <br /> "Users Without Water Service. Users not receiving <br /> metered water service shall be charged on the basis <br /> of RDE's determined by an estimate of the user's <br /> discharge. The Director shall make the estimate in <br /> accordance with procedures established for <br /> estimating discharges of new users pursuant to <br /> Section 2-15.30.02. The Director may require <br /> unmetered user to install appropriate metering <br /> devices, at the User's expense if the Director <br /> suspects that the estimate of the unmetered user's <br /> discharge will not adequately reflect the user's <br /> actual volume of discharge." <br /> <br /> c. Section 2-15.60.01 is hereby amended in its <br /> entirety to read as follows: <br /> <br /> "RESPONSIBILITY. The primary responsibility for <br /> enforcement of the provisions of this Chapter shall <br /> be vested with the Director. The Director may <br /> designate as his agent any employee of the City or <br /> District. Field inspectors or other employees of <br /> the City or District so designated shall be <br /> authorized to act as agents of the City for and on <br /> behalf of the Director and shall possess the power <br /> to inspect and issue notices of violations of this <br /> Chapter. Notwithstanding the foregoing, <br /> responsibility for enforcement of all aspects of <br /> pretreatment shall be vested with the District." <br /> <br />Section 2: Chapter 9 (Water) of Title II of the Ordinance Code <br /> of the City of Pleasanton is hereby amended as follows: <br /> <br /> a. A new subsection 4 of Section 2-16.05 (Connections <br /> to Water System) is hereby added to read as <br /> follows: <br /> <br /> <br />
