"4. In order to assist in monitoring sewage flows, all <br /> applicants for non-residential service connections <br /> shall provide a separate meter and water system for <br /> irrigation purposes, and may provide separate meter <br /> and water systems for other water consumptive uses <br /> which do not have the potential to generate flows <br /> to the sewerage system. Any such meter shall be <br /> installed in a manner and location satisfactory to <br /> the Director. Upon request by the applicant, the <br /> Director may waive, at his sole discretion, this <br /> requirement if he finds that the volume of <br /> irrigation water would be minimal and the cost of a <br /> separate meter and water system would be <br /> disproportionately uneconomical relative to sewer <br /> user charges to be saved." <br /> <br /> b.
