• Hazardous Materials Storage and Use — The storage and use of hazardous <br /> materials and waste products will be reviewed by the City for compliance with the <br /> applicable City, State of California, and Federal codes and standards. As <br /> conditioned, the transport of hazardous materials and waste products is <br /> restricted to using 1 -580 and Hopyard Road and is prohibited from using <br /> Stoneridge Drive. <br /> • Site Plan — The proposed building location and layout successfully integrates the <br /> proposed building with the five - building campus, and is consistent with the <br /> development pattern of the surrounding area. The service yard and loading area <br /> will be screened by a wall and fence. <br /> • Building Design — The proposed building design complements the building <br /> designs of the five - building campus and the Franklin Drive buildings with <br /> common design elements of colors, materials, and details visually linking the <br /> individual buildings. A curved metal building element is constructed on the <br /> proposed building that continues the "bowed" building feature of the five - building <br /> campus. The building form is articulated and varied and achieves a "four- sided" <br /> architectural design. <br /> • Construction Hours — All construction activities are limited to the hours of <br /> 7:00 a.m. to 8:00 p.m. Construction traffic is prohibited from Stoneridge Drive so <br /> as not to impact the adjacent residential neighborhoods. <br /> • Grading /Urban Stormwater Runoff — Grading is limited to preparing the flat site <br /> to accommodate the proposed building and service yard. The construction site <br /> will be designed in conformance to the requirements of the National Pollutant <br /> Discharge Elimination System (NPDES) of the Clean Water Act: the structure <br /> and service yard area will be designed to drain to vegetative filter swales or <br /> comparable measures to pre -treat storm water runoff before entering the City's <br /> storm drain system. <br /> • Green Building Measures — The proposed building will be designed and <br /> constructed to a LEED "Certified" level or to CalGreen standards, if applicable, <br /> will be photovoltaic ready, and will be ready for electric vehicle charging stations. <br /> PUBLIC COMMENT <br /> Public notices were sent to all property owners within a 1,000 -foot radius of the project <br /> site. As of the writing of this staff report, staff has not received any verbal or written <br /> comments from the public. All verbal /written comments pertaining to this proposal <br /> received after the publication of the City Council staff report will be forwarded to the City <br /> Council under separate cover. <br /> ENVIRONMENTAL ASSESSMENT <br /> Environmental review for the proposed project is covered by the attached Initial Study/ <br /> Mitigated Negative Declaration (IS /MND) (Attachment 2) and is discussed in the <br /> Planning Commission staff report (Attachment 5). The CEQA- mandated 20 -day review <br /> period for the IS /MND ended on September 21, 2010 without public comment. The <br /> Page 8 of 9 <br />
