project - related impacts are mitigated, with the mitigation measures incorporated in the <br /> project's design or referenced with conditions of approval and that there would be no <br /> significant or unmitigated environmental impact. The Mitigated Negative Declaration <br /> can be issued in conformance with the standards of the California Environmental <br /> Quality Act (CEQA). If the City Council concurs with this environmental assessment, it <br /> must make the finding that the Mitigated Negative Declaration is appropriate prior to <br /> recommending approval of the proposed project. <br /> CONCLUSION <br /> The proposed project is an infill development in a developed commercial /industrial area <br /> of the City. Its operations will enhance the City's revenue base and provide <br /> employment opportunities in the City. Uses and activities are compatible with the area <br /> and will be conducted in compliance with the applicable City, State, and Federal <br /> standards and permits. The uses and operations are not anticipated to cause <br /> substantial adverse effects on human beings either directly or indirectly or on the <br /> environment. The project has been designed and conditioned to meet the development <br /> standards required by the City of Pleasanton.
