<br />PUBLIC HEARING WAS CLOSED <br /> <br />r- Commissioner Kameny confirmed that the applicant is in agreement with the staff <br />recommendation for changes to Condition 4.c.(3), 4.(d).3, and 4.d.(7). He advised that he feels it <br />is a well-presented project and the applicant and staff have worked to develop a project that will <br />bring the infrastructure to the area and provide for the school to be built. <br /> <br />Commissioner Kameny moved to find that there are no new or changed circumstances <br />which require additional CEQA review of the project, that the prezoning of the Simoni <br />parcel to "PUD- Vineyard District" is consistent with the General Plan and Specific Plan <br />and recommend its approval, and find that the development plan (PUD-6) is consistent <br />with the General Plan and Specific Plan as described in the staff report, and recommend <br />approval subject to the conditions of approval in Exhibit "B," with modifications to <br />Conditions 4.c.(3), 4.d(7), and 4.d.(3) as stated by staff. Commissioner Maas seconded the <br />motion. <br /> <br />Commissioner Arkin stated that he would like to see a sidewalk on both sides of Street "A" in <br />front oflots 1,4, and 5, and Parcel "A." Commissioner Arkin also stated that he would like to <br />have the applicant develop an informational pamphlet for the new homeowners describing the <br />uses in the area. He suggested that this be brought back to the Planning Commission with the <br />tentative map. <br /> <br />r' <br /> <br />In response to an inquiry from Commissioner Kameny, Ms. Herder stated that the applicant likes <br />the rural orientation and would prefer not to have sidewalks on both sides of Street "A," but if it <br />is a condition, they would accept it. Discussion ensued regarding this matter. <br /> <br />Chairperson Sullivan advised that he had requested an elevation of the bridge at the last work <br />session. He requested that this be provided at the time the tentative map is reviewed. <br /> <br />Commissioner Kameny amended the motion to (1) add a requirement that the applicant <br />shall work with staff to investigate the possibility of installing a sidewalk on the south side <br />of Street "A" across the frontage of Lots 1,4, and 5, and the Day Care Parcel "A"; and (2) <br />require the applicant to prepare a draft of an informational handout describing all <br />regulations pertaining to the use of the lot that they are purchasing, to be presented at the <br />time the Planning Commission reviews the tentative map. Commissioner Maas seconded <br />the amendment. <br /> <br />Chairperson Sullivan confirmed that the houses are photovoltaic ready, that buyers would be <br />given the option of having photovoltaic panels installed, and that one of the models would have a <br />full operating system. <br /> <br />Chairperson Sullivan stated that he would like to have an analysis of the Integrated Pest <br />Management Plan and the U.C. Davis management program, with information on what <br />organic measures could be included. He requested that this analysis be brought back at the <br />tentative map stage.
