<br />timeline for the installation of Phase II and III of the landscape plan, as stated in staff s memo <br />dated March 12. <br /> <br />r <br /> <br />Ms. Perko provided clarification regarding how property maintenance issues are handled. <br /> <br />Chairperson Sullivan advised that because of the history of the site, Mr. Pretzel wants to be sure <br />that another level to address this matter is available. <br /> <br />Discussion ensued as to the current status of the site and the possibility of mowing rather than <br />rototilling the weeds. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />COMMENTS FROM THE APPLICANT <br /> <br />Pastor Bill Bryson, representing the Tri-City Baptist Church, stated that the details of the <br />proposal are very welllayed-out in the staff report. He noted that the report indicates grades K- <br />8, but they would like to have students up to grade 12. He advised that they are working with the <br />Evangelical Free Church, but they cannot make an agreement for the property owner. <br /> <br />Connie Cox, President of the Valley Trails Homeowners Association, 3934 Petrified Forest <br />Court, stated that they are very impressed and pleased with what the Tri-City Baptist Church as <br />done with the property. She noted that there are no concerns about the traffic and parking, but <br />she is very concerned because the property owner has not been a good neighbor. She stated that <br />r- they can't rely on the Evangelical Free Church to maintain the property. She advised that she is <br />in total agreement with Mr. Pretzel that because of the history there needs to be tighter control. <br />She stated that she would like to see an additional condition requiring weed abatement, and that <br />she would like to see the property maintained in perpetuity. <br /> <br />Reverend Bob Slack, Pastor of the Evangelical Free Church, advised that there are 23 families <br />that belong to the church. He advised that they have hired Tom Green to rototill the property <br />three times a year and that they are entering into an agreement to increase the landscape <br />maintenance. He stated that Mr. Green has advised that it is still too wet to begin rototilling the <br />property. He commented on the improvements that have been made thus far. He advised that <br />the last time he met with the Valley Trails Homeowners Association he thought they were very <br />pleased with the progress that had been made. <br /> <br />Discussion ensued regarding the possibility of selling a portion of the property to help finance <br />the costs of installing and maintaining landscaping. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Maas moved to make the conditional use permit findings and approve Case <br />UP-99-48, subject to the conditions listed in Exhibit "B," including the condition stated in <br />staff's memo dated March 12, 2001, and modifying Condition #2 to add the wording <br /> <br />r- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />March 14,2001 <br /> <br />Page 11 <br />
