"including lack of maintenance on the site and/or lack of progress on implementation of
Phase II and III ofthe landscaping plan." Commissioner Roberts seconded the motion.

~-

Commissioner Maas stated that she feels the conditions cannot be made any tighter on the
applicant to address these issues, when the applicant is not the property owner. She suggested
that staff make quarterly checks to evaluate the site.

Commissioner Arkin asked if the Evangelical Free Church is operating under a conditional use
permit. Mr. Pavan advised that staff would research this. Commissioner Arkin suggested that
community members utilize the "meeting open to the public" portion of the Planning
Commission agenda to advise when maintenance issues occur.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Arkin, Kameny, Maas, Roberts, and Sullivan
None
None
None

Resolution No. PC-2001-14 was entered and adopted as motioned.

d.

PDR-84, Sprint/Nextel
Application for design review to allow the construction of a wireless communications
facility consisting of an approximately 50-foot tall tree pole, 18 panel antennas, 3 GPS
antennas, and related equipment at 73 I 5 Johnson Drive. The 18 panel antennas would be
attached to the tree pole. Zoning for this property is Planned Unit Development-General
and Limited Industrial District.

I"'-

Mr. Pavan presented the staff report, providing background and a description of the proposal.
He noted that to help ensure that the plans submitted to the Building Department meet the intent
of the conditions of approval, staff has conditioned this application requiring that revised plans
and photo simulations be submitted to the Planning Commission for final review prior to the
issuance of a building permit.

In response to a question from Commissioner Maas, Mr. Pavan advised that the antenna needs to
be 50 feet in height. Discussion ensued regarding the proposed landscaping to screen the
antenna.

PUBLIC HEARING WAS OPENED

COMMENTS FROM THE APPLICANT

Kai Herman, represented Sprint PCS. He noted that during the last seven months they have been
working with staff to achieve a look and design that is aesthetically pleasing and meets all of the
requirements. He noted that there is existing landscaping along 680 that will screen views of the
antenna and they will be removing three ash trees and replacing them with large eucalyptus trees.

-

PLANNING COMMISSION MINUTES

March 14,2001

Page 12
