Commissioner Roberts suggested the <br />people be told when they are re-roofing that this a good time to install PV panels. <br />Chairperson Sullivan stated that he does not feel that this should be a requirement at this <br />time. <br /> <br />3. <br /> <br />Should photovoltaics be required on all residential, commercial, and/or office additions <br />greater than 25%,50%, or 75% of the original main building size? <br /> <br />There was concurrence with the above recommendation. Chairperson Sullivan stated that <br />the exception should be with commercial construction in order to mitigate impacts. <br />Commissioner Roberts suggested that the size of the commercial building be taken into <br />consideration. Chairperson Sullivan agreed, adding that it might be an incentive in <br />exchange for increasing the square-footage cap. <br /> <br />4. <br /> <br />For commercial/office businesses wishing to install emergency power back-up <br />equipment, should photovoltaics with batteries be required? <br /> <br />Chairperson Sullivan stated that for practical purposes it is not possible without a lot of <br />PV cells. Commissioner Maas stated that she would have to hear what the experts say <br />regarding this issue. Ms. Eisenwinter noted that, excluding the batteries, the diesel <br />generator from an air quality standpoint is worst. Commissioner Arkin suggested that if <br />an applicant wants to install a diesel generator, at the same time they should install PV <br />panels on the roof in order to mitigate the air quality impacts. <br /> <br />Chairperson Sullivan suggested that the City join the partnership offered through the Department <br />of Energy (the Million Solar Roofs project). <br /> <br />Commissioner Kameny suggested that staff contact the Builders' Association. <br /> <br />The Commission recessed for a break at 9:00 p.m. <br /> <br />Chairperson Sullivan reconvened the meeting at 9: 1 0 p.m. <br /> <br />d. <br /> <br />SP-OI/PUD-06, Centex Homes <br />Application for: (1) an amendment to the Vineyard Avenue Corridor Specific Plan to <br />transfer two low density residential lots from Parcel 23 (Chrisman) to become two <br />additional "medium density residential" lots on Parcel 21 (Lonestar), with associated <br />changes; and (2) approval of a PUD development plan consisting of: (a) 44 medium <br />density single-family detached units (with some second units) on 18 acres; (b) three <br />vineyard estate lots with associated vineyards/open space on 35.5 acres; (c) a day care <br />site on 1.1 acres; (d) associated street, trail, and other infrastructure; and (e) a residual <br />gravel quarry use. The development site is Parcels 19,21, and 22 of the Vineyard <br />Avenue Corridor Specific Plan located at 1889 Vineyard Avenue and two lots easterly of <br />it (APN 946-1350-008-09 and APN 950-0006-003-01).
