<br />In response to a question from Commissioner Maas, Ms. Eisenwinter provided clarification <br />,_ regarding the cost information provided in the staff report. Ms. Eisenwinter stated that she <br />would provide a photo at the next meeting of an apartment building in Canada that has <br />photovoltaic panels. Chairperson Sullivan noted that there are a couple of web sites that have <br />pictures of the integrated roof solar tiles. Chairperson Sullivan stated that he spoke with Don <br />Osborne at SMUD and he advised that when you buy a lot of these systems the cost over 30 <br />years is 9 or 10 cents per KW hour, which is less than what we are currently paying for P.G.&E. <br />Discussion continued regarding costs and long-term savings. <br /> <br />Commissioner Maas advised that she would like to hear about other alternatives. Chairperson <br />Sullivan commented that the Planning Commission had recommended to the City Council that <br />and energy plan or strategy be developed to look at other alternatives. He noted that this is one <br />element of an integral approach and he believes it is a good element. <br /> <br />Commissioner Arkin suggested that this report and presentation be made to the City Council. <br /> <br />Chairperson Sullivan stated that the community needs to start looking at things that can help <br />itself, and this is one of the things that can be done to help the long-term environmental <br />sustainability. <br /> <br />With regard to the issues stated in the staff report, the Planning Commission made the following <br />determinations: <br /> <br />-' <br /> <br />1. <br /> <br />Should photovoltaics be required on all new homes, commercial buildings, and/or office <br />buildings? <br /> <br />Commissioner Arkin stated that ultimately he would like to see PV systems as a <br />requirement for all new commercial buildings. He advised that he likes what Delco is <br />doing and wished they had gone a little further by saying they would install systems on <br />10% of the homes, but he is not ready to make this a requirement for all new residential <br />developments. <br /> <br />Commissioner Maas questioned the visual effects of systems on residential units. <br />Chairperson Sullivan suggested that staff bring back some color visuals of options. <br />Commissioner Roberts questioned whether the City has a code that prohibits solar panels <br />on roofs. <br /> <br />Chairperson Sullivan suggested that consideration be given to the question of mitigating <br />the impact of new development, and new development should be required to mitigate its <br />impact on the power supply by generating its own power. Commissioner Maas suggested <br />that this could be considered an amenity, and, perhaps in return concessions such as <br />higher density might be allowed. Commissioner Kameny stated that he would like to <br />hear from the developer/builder on this matter. <br /> <br />2. <br /> <br />Should photovoltaics be required on all residential, commercial, and/or office re-roofing <br />projects in which at least 50%, 75%, or 100% of the roof is being replaced? <br /> <br />- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />February 28, 2001 <br /> <br />Page 8 <br />
