Review of Recommendations for Capital Improvement Prol!:ram Proiects for 2001-
2006

Continued to March 14,2001.

f. Review of the 2000-2001 Growth Manal!:ement Report

Continued to March 14,2001.

g. Work Study Session for PUD-OS, Centex Homes

Commissioner Roberts stated that she must abstain from this matter. Commissioner Kameny
advised that he must abstain from PUD-5 and PUD-6 because of a conflict of interest due to the
proximity of his residence.

~

Brian Swift presented the staff report. He noted that the direction from the Planning
Commission at the last work shop was to go back and review several different options for the
grading and site plan, with particular attention paid to saving trees, noise levels, the amount of
grading, the visibility of the lots, and the option of relocating one or more of the lots from the
hillside into the medium density residential areas. He noted that all of the options in the staff s
analysis assume that two lots would be relocated from the Chrisman property to the Lonestar
property. He described the maximum relocation option.

Mr. Swift provided information regarding the development of the Specific Plan and the density
allocations arrived at through that process. He presented the grading options that are possible for
the property and the impacts of the various options. Discussion ensued regarding the visibility of
the proposed homes, cut and fill options, and off hauling of fill.

Mr. Swift stated that staff is looking for input from the Commission on the following issues:
Where do you want to put the houses?
Do you want single-story houses?
Do you want step-pad lots with two-story houses?
He noted that because of the opportunity to off-haul dirt from the site, there are many options
available.

In response to a question from Chairperson Sullivan, Mr. Swift advised that the six Costas' lots
were assumed in the Finance Plan, but not included in the Specific Plan.

Commissioner Kameny left the meeting at 10:00 p.m.

~

PLANNING COMMISSION MINUTES

February 28,2001

Page 10
