<br />Robert Cordtz, 262 W. Angela, noted that he is in agreement with the conclusions stated in the <br />r- staff report. He advised that he has been in the roofing business and his son is in the roofing <br />business. He noted that the liability of the roofing guarantee is null and void if photovoltaic <br />panels are installed over an existing roof. He suggested that for new construction, consideration <br />be given to doing something like what Shea homes is doing in Santa Barbara, where they are <br />offering a PV system on 100 of the 300 homes in the development as an option. He noted that in <br />this way the developer and the general contractor would be responsible for the installation. He <br />also noted that he believes there would also be a problem with people not liking the looks of the <br />PV systems. Mr. Cordtz stated that it would be cost prohibited for him to install systems on his <br />two houses. He inquired about the Green Building practices being implemented for the City's <br />renovation of its office building. He stated that the City needs to place these systems on the <br />water tanks and all of the City buildings that they can, noting that City Hall would be a good <br />place to start. Mr. Cordtz asked if the PV systems are fire rated and if there are issues regarding <br />toxicity . <br /> <br />Commissioner Maas asked if Mr. Cordtz felt photovoltaic systems should be a requirement for <br />new development. He responded that it should be left to the discretion of the developer to offer <br />it to home buyers. With regard to new commercial construction, Mr. Cordtz stated that he feels <br />Hacienda Business Park representatives should be consulted, and that he would like to see this <br />start with the City's facilities. <br /> <br />Commissioner Roberts asked if it would be a good idea to offer that a PV system be installed at <br />the time a property owner is re-roofing. Mr. Cordtz stated that he has concerns about PV <br />systems being installed with batteries. He also advised that the person installing the roof should <br />also install the PV system. <br /> <br />Steve Brozosky, 1700 Vineyard A venue, stated that if the City is going to require this type of <br />system, the City needs to "put their money where their mouth is," and install these systems for <br />new projects, such as for the new sports park lighting on the Bernal property. He voiced support <br />for installing the systems on water tanks, and suggested that small PV panels might be used for <br />irrigation timers. He noted that there are PV tiles that look like roof tiles and these could be used <br />on new installations. He suggested that the Fire Department be involved in the development of <br />the policy related to this matter. He advised that he feels it is too much to ask that re-roofing <br />projects be required to install PV systems. He suggested that a reduction of permit fees might be <br />considered as an incentive to install PV systems. <br /> <br />Commissioner Arkin asked that staff obtain a sample PV tile. <br /> <br />Larissa Seto advised that the City Manager has formed an energy committee of internal <br />department heads and other key staff to implement energy conservation programs. She advised <br />that these suggestions can be referred to this committee.
