Work Session ree;ardine; Photovoltaics <br /> <br />Robin Eisenwinter presented the staff report. She noted that the City does have an opportunity to <br />join with other agencies and businesses to provide photovoltaics at a lower cost. She advised <br />that staff feels there is a three-fold purpose for this workshop. One is to listen to public comment <br />about photovoltaics. The second is to have the Planning Commission ask questions about <br />photovoltaics. She noted that she will research the answers to those questions for which she does <br />/~ not have the answers, and provide them at the next Planning Commission meeting. She advised <br />that the third purpose is to begin the discussion as to whether the City should encourage or <br />require photovoltaics (PV); how the City should process approvals for installation of <br />photovoltaic systems; and whether the City should consider purchasing systems in bulk, with or <br />without other agencies, and consider other types of financial incentives. She noted that a Green <br />Building workshop is scheduled for the March 14 Planning Commission meeting, and since <br />photovoltaics is a part of Green Building, this discussion could be continued over to that <br />meeting. <br /> <br />Commissioner Kameny stated that while he concurs with the use of photovoltaic systems, given <br />the variety of systems that are available, he doesn't see the City becoming involved in <br />purchasing and providing photovoltaics for resale. Ms. Eisenwinter advised that when SMUD <br />partners with other cities, SMUD purchases one standard panel in bulk, and provides it for resale. <br /> <br />Chairperson Sullivan advised that there are lots of different programs that the City could be <br />involved in other than just purchasing the systems in bulk. <br /> <br />Commissioner Roberts asked about the weight limit that is allowed on a roof, noting that these <br />issues need to be considered. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />?- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />February 28, 2001 <br /> <br />Page 6 <br />
