<br />Jim Happ, 275 Rose Avenue, advised that he worked with the Chrisman family and other <br />/"- property owners for a number of years. He stated that it would not be possible to extend a <br />driveway from the Centex project to the Brozosky property. He advised that the Chrisman's <br />want to maintain the access to the trail for their horses. He stated that he feels the proposal made <br />by Mr. Swift makes more sense. Mr. Happ commented that he did not feel this is the appropriate <br />place to speak about the Chrisman's monetary reimbursement for their property. <br /> <br />Commissioner Maas advised that she feels there are some alternatives for the driveway that staff <br />could explore. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Maas advised that she would like to see more visuals of the new plan depicting <br />the actual houses, including how the other developments will look with this proposal. She stated <br />that this may also be the time to see the story poles. She noted that she is still concerned about <br />the grading issues and she wants the houses to blend into the hillside and custom lots considered. <br /> <br />Chairperson Sullivan stated that he appreciates the efforts of the applicant and staff to come back <br />with a lot of different grading options. He advised that there is still a basic problem of trying to <br />put too many houses in a place where they really don't belong. He noted that he feels the <br />visibility and grading issues were not highlighted at the time the Specific Plan was reviewed. He <br />suggested that consideration be given to preparing a plan which has a Foothill Road effect, with <br />a smaller number of custom or semi-custom homes on larger lots which will have less visual <br />impacts. He asked that staff and the applicant look at the economic, visual, and grading impacts <br />of this recommendation. He advised that he cannot support the proposal. <br /> <br />- <br /> <br />Commissioner Arkin stated that the project as is has a lot of problems. He noted that he feels the <br />applicant has more work to do to try to develop a project that doesn't have the visibility and <br />grading issues that this proposal has. <br /> <br />In response to an inquiry from Commissioner Maas, Mr. Swift advised that this project is tied <br />with the school in that Centex Homes is part of the group of developers who have indicated that <br />they would front the costs of all of the infrastructure, including the loop road around the school, <br />needed for the school. He stated that if this project does not go forward there are 21 fewer lots to <br />spread the costs over the short term. <br /> <br />Chairperson Sullivan noted that he supports relocating two lots from the hillside property. <br /> <br />Ms. Herder advised that they are running into a deadline with regard to the obligations that they <br />have with their sellers. She stated that they want to respond to the concerns they have heard and <br />that they want to make the project work in a way that is acceptable to the Planning Commission. <br />She requested that the project move forward to a formal hearing while addressing the comments <br />heard this evening.
