<br />In response to an inquiry from Commissioner Maas regarding the relocation of lots to the <br />__ medium-density site, Ms. Herder advised that they looked at moving houses down in a way that <br />would not significantly impact the grape vineyard area. She noted that they looked at adding <br />three and four lots, but that it took away for the vineyard area. She further noted that <br />maintaining the 19 units on the hillside is a factor of the entire economic plan. <br /> <br />Chairperson Sullivan questioned the possibility of having a smaller number oflarger houses. <br />Ms. Herder stated that she is not sure if the same kind of value can be generated to make the <br />economic plan work. <br /> <br />The Commission recessed for a break at 10:35 p.m. <br /> <br />Chairperson Sullivan reconvened the meeting at 10:40 p.m. <br /> <br />Steve Brozosky, 1700 Vineyard A venue, stated that he feels this proposal is better than the last <br />proposal, which he felt was really bad. He further stated that he does not feel the plan is there <br />yet. He advised that during the development of the Specific Plan he objected to where the <br />houses were being placed and that he felt there were too many houses being placed on the hill. <br />He noted that at that time he questioned why he was being allowed so few houses when the <br />topography on the lot next door was a little bit less steep and they were being allowed a lot more. <br />He noted that the plan still does not address access for a potential house on his property. He <br />stated that he received a fax from Centex's engineer, but he is not sure this is what the City <br />wants. Mr. Swift offered information as to how this access may be accomplished. Mr. Brozosky <br />requested that this issue be addressed by the Planning Commission in conjunction with this <br />project. Commissioner Maas asked that this information be included in the next staff report. <br /> <br />~- <br /> <br />Mr. Brozosky stated that he is bothered that by providing an allocation of the number of houses <br />that could be built on the hillside property, the City gave a value to that property owner as to the <br />worth of that property. He advised that by allowing those houses to be transferred to another <br />property the current property owner is still reaping the benefits of selling the houses. He stated <br />that is not fair to someone like himself who stated at the Specific Plan stage that he did not feel <br />those houses would fit there, and questioned why he could not get additional houses on his <br />property. He stated that he was told additional houses would not fit on his property. He <br />suggested this may create legal problems for the City by giving unfair value to a piece of <br />property. Mr. Brozosky advised that he received a packet of materials yesterday, but did not <br />receive a complete set of color visuals, and it is difficult to see what is shown on the black and <br />white copies. He asked that the Commission keep the houses has far forward to the road as <br />possible. <br /> <br />Chairperson Sullivan requested that Mr. Brozosky receive a complete set of the materials that the <br />Planning Commission receives, including the color visuals. <br /> <br />Mr. Brozosky stated that he would like to see the rural character of the area preserved.
