<br />r <br /> <br />Commissioner Maas made a motion to make the tentative tract map findings and to <br />approve Case Tentative Tract Map 7193, subject to the conditions of approval in Exhibit <br />"B," with staff's recommended modifications: <br />. to Condition #7, providing an offer of dedication for a pedestrian way over <br />the existing public service easement that currently runs along the western <br />side of Lot 1, and providing for appropriate flood protection for the <br />residence on Lot 1; <br />. to Condition #26, changing "east" to "west" and "eastern" to "western; and <br />. adding a new condition requiring additional landscaping per staff's memo <br />dated January 10; <br />and, including new conditions requiring: <br />. first preference for purchase be given to people who work in the City; <br />. a single-story home on Lot 10; and <br />. the landscaping along the north side of the open space to be installed once <br />water is available. <br />Commissioner Roberts seconded the motion. <br /> <br />Commissioner Sullivan asked that a condition be included directing staff to do everything <br />possible to camouflage the gravel access road. Commissioner Maas agreed to amend the <br />motion to reflect this modification. <br /> <br />r- The Planning Commission recognizes that the applicant has added the owner-option to <br />provide photovoltaic cellsl solar panels. <br /> <br />r <br /> <br />Commissioner Maas commended the applicant for working with the neighbors and arriving at a <br />compromise. Mr. Bates noted that the City staff was responsible for bringing the applicant and <br />the neighbors together. Mr. Bates advised that it may be possible to install a small berm along <br />the access road to hide it. <br /> <br />Chairperson Sullivan commented that the Planning Commission had denied this project twice, <br />but the project was approved by the City Council with a reduction in units. He further <br />commented that he agrees with Mr. Mehlman regarding the issues of traffic and the City has not <br />kept up with infrastructure and there is a huge infrastructure problem with electricity.
