<br />r- touch the habitat, and the plans from both Delco and Centex for this area are very good. He <br />stated that he is concerned about what is being done to the environment in the hills. He noted he <br />was originally concerned that the Specific Plan allowed too many houses in the hills, but he was <br />told that they were needed to support to the infrastructure costs. He questioned whether the <br />estimates for land in the financing plan were too low. He stated that he feels the infrastructure <br />can be financed with less homes. He suggested that the Planning Commission look into the <br />option of reducing the number of homes on the hill area. He stated that he would like to see a <br />visual from his property and a visual from Shadow Cliff Park or Stanley Boulevard. He also <br />expressed concern about the grading and tree removal, noting that some trees may be saved if the <br />number of homes is reduced. Mr. Brozosky questioned where the access to the additional lot on <br />the east side of his property would be. He advised that he does not feel this plan addresses the <br />goals of the Specific Plan related to maintaining the visual look of the property and low impacts <br />on environment. He voiced concerns about the materials that will be used, noting that this is a <br />high fire danger area. He also voiced concerns about the potential impacts of the noise from the <br />quarry, noting that this should be considered with the layout of the homes. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />.-- <br /> <br />Commissioner Arkin advised that he has major problems with this PUD. He stated that he would <br />vote no on the project as it is presented. He further stated that he does not believe that the <br />Council wanted a project that looks like this when it approved the Specific Plan. He suggested <br />that the financing plan be reviewed to determine if the number of homes can be reduced, and if <br />189 homes are still needed, these homes should be relocated to the other Centex property. <br /> <br />Commissioner Maas stated that she would be in favor of the step-pad grading if staff feels this is <br />the only way to do the grading. Discussion ensued regarding grading and lotting options. <br /> <br />Chairperson Sullivan noted that he is not at all happy with the grading aspect of the plan. He <br />stated that this plan offers the choice of visible houses or visible grading, and that does not meet <br />the intent of the Specific Plan and what the Planning Commission has tried to accomplish over <br />the last several years. He concurred that the finance plan needs to be reevaluated. He advised <br />that he does not necessarily support relocating the homes to the vineyard area, but he can't <br />support the plan for these homes from a grading, visibility, or tree removal standpoint. <br />Chairperson Sullivan expressed concern about the noise from the quarry and suggested that a <br />noise study be done. As an aside point, he noted that there is already an Apperson Ridge in the <br />Sunol area. <br /> <br />Commissioner Maas noted she was concerned about the maintenance of the rural flavor of the <br />area and the visibility issues for both PUD's.
