She provided an overview ofthe project, discussing matters related to <br />access, grading, product theme, colors, and tree replacement. <br /> <br />Chairperson Sullivan asked if the whole loop road could be shifted to the left to relocate lots 19, <br />20, and 21 to the other side of the road. Mr. Swift advised that relocating the south portion ofthe <br />road further to the north would result in it becoming steeper than 15%, which is as steep as the <br />City wants for public streets. <br /> <br />Steve Perkins noted that the proposal is for more rural, and less formal, character landscaping. <br />He discussed the proposed planting palette, including the proposal for landscaping along the trail <br />and the revegetation for the upper portions of the grade slopes of the elevated lots. <br /> <br />Ms. Herder provided visuals depicting the proposed buffer vegetation along the trail, how the <br />homes are situated along the ridgeline, and how the landscaping provides for a visual buffer from <br />the surrounding valley areas. In response to a request from Commissioner Maas, Ms. Herder <br />advised that they could provide a graphic depicting a proposal with step-grading to compare to <br />this visual. <br /> <br />Ms. Herder advised that they spoke with an arborist about relocating some of the large trees, but <br />because all of them are located on some kind of slope, there would be a high percentage of loss. <br />She noted that only alternative they have is to do an effective job of replacement. She noted that <br />they are continuing to work with staff to save a number of the heritage trees. <br /> <br />r- <br /> <br />Ms. Herder noted that with regard to the architecture, they stressed keeping the homes low <br />profile with colors that would blend with the environment. <br /> <br />Alan Menzies advised that the applicant attempted to use a more rural feeling and a more <br />California western feel of architecture, using more native materials with wood on the exterior <br />and concrete tile roofs with a shingle appearance. He noted that the architecture is four-sided <br />and the exterior stone that will be used will match the stone found in the area. <br /> <br />Chairperson Sullivan requested that visuals depicting the rear elevations be provided. <br />Commissioner Maas noted that she does not care for the wood shingle exterior look and she <br />would like to see less homes with wood shingles. Commissioner Arkin concurred with <br />Commissioner Maas, stating that he would prefer wood lap-siding. Chairperson Sullivan stated <br />that some of the homes should retain the wood shingles. <br /> <br />Mr. Grant Gibson advised that they tried to adhere to the Specific Plan and mitigate visual <br />impacts. He stated the he feels the plan captures most ofthe requirements. He commented on <br />the alternative proposal to redesign "A" Street at its southerly end and the impacts resulting from <br />this modification. Discussion ensued regarding impacts of variations to alternative proposals. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Steve Brozosky, 1700 Vineyard Avenue, noted that the Specific Plan included three sub-areas <br />r- and they are all very different in their needs.
